The Government of the Russian Federation approved the strategy of development of production of the equipment for medical rehabilitation
Prime Minister Mikhail Mishustin signed a decree approving the Strategy for the Development of Industrial Production of Rehabilitation Products for the Period until 2030. The order was published on November 10, 2025 on the official website of the Russian Government.
The new strategy was developed in continuation of a similar document in force until 2025. It is designed to ensure the long-term development of the industry and meet the needs of people with disabilities in high-quality technical means of rehabilitation. The key objectives of the new strategy are:
- increasing the share of Russian products in the domestic market to 64%;
- an increase in industrial production to 105.6 billion rubles;
- increasing the number of patent applications to 302 units.
At Mishustin's meeting with Deputy Prime Ministers on November 10, 2025, the main directions for the implementation of the new strategy were discussed:
- Localization of production of the most popular technical means of rehabilitation and critical components.
- Support technology companies to create a wide range of high-tech products.
- Development of scientific research and breakthrough rehabilitation technologies.
- Expanding export capacity and international cooperation.
- Improve the training system for the industry.
Deputy Prime Minister Tatyana Golikova was instructed to monitor the implementation of the strategy. Special attention should be paid to the production of products for children with health restrictions.
Mishustin noted the success of the previous strategy: the volume of the rehabilitation funds market exceeded 100 billion rubles, and more than half of the products are produced in Russia. Among the achievements are digital hearing aids, bionic prostheses, smart wheelchairs and other popular products. Increase in the share of Russian equipment for medical rehabilitation in the Russian Federation to 51%

According to the deputy head of the Ministry of Industry and Trade of Russia, the rehabilitation industry has about 980 manufacturing companies. By the end of 2024, over 2.5 thousand registration certificates for domestic rehabilitation products were in effect in the Russian Federation. The products are classified as medical. A large number of marketing authorizations indicate a wide range of manufactured products.
The volume of production of rehabilitation products in 2024 exceeded ₽54 billion. According to the results of the first half of 2025, the figure is estimated at about ₽26,7 billion. Maintaining high production rates in the first half of 2025 demonstrates steady growth in the industry.
Ekaterina Prizhedeva noted that the market tends to grow steadily. The increase in the share of domestic products from 51% to the projected 57% for the year shows the success of the import substitution policy in this segment. The 6 percentage point increase for the year is a significant achievement.
As part of the speech, the Deputy Minister spoke in detail about the Strategy for the development of industrial production of rehabilitation products for the period up to 2030. The document was approved by the Government of the Russian Federation in November 2025. The strategy defines the key directions for the development of the industry in the medium term.[2]
The volume of the Russian market for prostheses, devices and software for the restoration of motor functions for the year reached 53.1 billion rubles
In 2024, Russian manufacturers of devices for people with disabilities earned 53.1 billion rubles. Revenue growth was 31.4% compared to 2023. This is evidenced by data from the A2Tech Research Bureau, which were released in November 2025.
The main growth driver is the Mobility segment, which includes the production of prostheses, exoskeletons, wheelchairs and rehabilitation systems. Such companies, according to A2Tech estimates, make up 63% of the total number of market players (250 manufacturers).
According to Mikhail Burmistrov, general director of Infoline Analytics, in 2024 the number of microprocessor-controlled prostheses increased significantly - 4,600 were issued, which is twice as much as in 2023. In total, in 2024, citizens were given 138,118 prostheses of the lower and 14,543 prostheses of the upper limbs.
According to Burmistrov, changes in the regulatory framework contribute to market growth. Since 2024, new GOSTs for exoskeletons have been in effect, and the procedure for obtaining electronic certificates for prostheses for veterans of special operations has been simplified.
According to A2Tech, traditional directions are developing steadily:

Small segments show multidirectional dynamics. The Hearing direction accelerated growth to 27%, while the Cognitive Impairment segment slowed to + 8% after four years of active growth.
According to Evgeny Borisov, partner of the investment company Kama Flow, the growth of the hearing aid segment could be associated with a decrease in administrative barriers and an expansion of the range of domestic products. Mandatory digital marking of equipment for disabled people is launched in Russia
From September 1, 2024, mandatory digital labeling is introduced in Russia for five types of technical means of rehabilitation (TSR) of disabled people, and from March 1, 2025 - for medical gloves. The corresponding order was approved by the Russian government on July 4, 2024.
The list of TCPs subject to mandatory labeling includes crutches, support and tactile canes, orthoses and functional nodes of prostheses, anti-bedside pillows and mattresses, urinal- and caloretums, as well as chairs with sanitary equipment. These changes were made to government decree No. 792 of April 28, 2018.
The decision to introduce mandatory labeling was made following an experiment on voluntary labeling of TCP, which started on October 15, 2023 and will end in August 2024. The main goals of this initiative are to counter the illegal import, production and circulation of technical means of rehabilitation, including counterfeit, as well as to increase the collection of taxes and fiscal payments.
According to government decree No. 744 of May 31, 2024, the turnover of unmarked products put into circulation before the deadline will be allowed until February 28, 2025. From March 1, 2025, participants in the TCP turnover system will begin to transmit information on the withdrawal of products from circulation, and from October 1, 2025 - data on their turnover on the market.
As for medical gloves, their mandatory labeling will begin on March 1, 2025. This was preceded by a voluntary pilot project, which started at the end of June 2024. The labeling will cover all the main types of gloves - inspection, surgical, latex, nitrile - according to eight codes of OKPD 2 and 36 codes of the type of medical device.

In 2022, the production of wheelchairs in Russia decreased for the first time in five years: the fall was at the level of 12.3%. In the context of rising prices and costs for components and equipment, as well as uncertainty in demand from the state and private buyers, manufacturers were forced to reduce production volumes.
But already in 2023, positive dynamics recovered. The growth in the production of wheelchairs is facilitated, in particular, by state support for manufacturers of rehabilitation goods. Companies can receive subsidies of up to 50 million rubles for the development, testing and implementation of products with the mandatory participation of disabled people in its testing. In addition, an increase in the proportion of elderly people leads to an increase in the number of people in need of rehabilitation means.[5]

Mishustin approved 19 measures to develop the production of medical rehabilitation products

For enterprises, the roadmap involves the preservation of state subsidies for the production and development of medical devices for the rehabilitation industry and support for their participation in Russian and international exhibitions. In addition, it is planned to develop professional standards and an independent assessment of qualifications for industry workers.
