The number of cars inside the Garden Ring decreased by 25% due to paid parking lots
As it became known at the end of October 2022, thanks to the introduction of parking fees in Moscow, the authorities were able to reduce the number of cars inside the Garden Ring by 25%. At the same time, the speed on the capital's roads increased by 12%.
According to the Deputy Mayor for Transport Maxim Liksutov, over the 10 years of operation of Moscow Parking, the turnover of parking lots has increased 4.5 times.
The authorities note that drivers have become more disciplined: in recent years, the number of parking violations has decreased by 64%. As Kommersant notes, in order to better inform drivers about entering the paid zone, the authorities decided to visually separate the paid and free parking.
From the beginning of October 2022 this year, paid parking areas will be indicated by blue lines, and free - by white. Also, a new document of the Cabinet of Ministers introduced a ban on parking and traffic on security islands.
Maxim Liksutov noted that experts make the city more convenient and safer for all road users, namely:
- Develop a network of off-street parking lots - including intercepting ones;
- Make modern and convenient payment services;
- They monitor paid street parking lots;

2020: The decline in the number of parking sessions in Moscow by 7%, to 55 million - AMPP
Moscow motorists in 2020 took advantage of paid parking lots 55 million times. This is 7% (or 5 million parking sessions) less than a year earlier. This was reported by the press service of the GKU "Administrator of the Moscow Parking Space" (AMPP).
The fact that in Moscow in 2020 cars were left in paid parking lots less often is associated with the COVID-19 coronavirus pandemic and the period of non-working days announced in the spring (in those weeks Muscovites parked 2.2 times less often than usual).
Despite the fact that the high alert mode was not lifted, in the second half of 2020 the number of parking sessions returned to the previous indicators, and at the end of the year it was even higher at some weeks, the AMPP noted.
According to other data released by the GKU, in 2020, 2.2 thousand cars without license plates or with forged numbers left on crowded city streets were evacuated for parking cars without numbers in Moscow. Most often, without identification marks, motorists park expensive foreign cars: for example, in 2020, for this reason, 349 BMW cars were moved, 282 - Mercedes-Benz and 178 - Toyota.
Cars without numbers are moved to special parking lots according to the regulations of the Anti-Terrorist Commission of Moscow, because they can pose a danger to others. Such machines are difficult to identify, so they may be listed as stolen or involved in illegal activities. After the evacuation, authorized employees check the cars for violations - some of them are wanted.
According to the AMPP, metropolitan motorists in 2020 issued about 110 thousand parking permits, which is 2.5 thousand documents than in 2019. Among them - 61 thousand permits for large families and 49 thousand for residents. More than 55% of applicants filed online.[2]
1997: Launch of the first paid parking lots in Moscow
Paid municipal street parking on the central streets of Moscow was introduced in December 1997 by a decree of the mayor of the capital, Yuri Luzhkov.

The intelligent transport system of Moscow is one of the most important components of Smart City. In Moscow, these are more than two thousand traffic lights, three and a half thousand traffic monitoring detectors and two thousand video surveillance cameras. Data from them goes to the situation center of the data center, where they are analyzed in real time, which helps to manage the situation on the roads. In the future, this information allows the data center to make a forecast of the road situation, if it is planned to block the street, introduce one-way traffic or open a dedicated lane for buses and trolleybuses.
More than 160 electronic displays on the main highways of the city promptly inform drivers about the weather, estimated travel time (for example, to the Moscow Ring Road or the Third Transport Ring) and traffic congestion. They also display information about a motion constraint or overlap. With the introduction of an intelligent transport system, the number of accidents on the roads of Moscow decreased by almost half. And the average speed has increased by 13 percent, despite the fact that there are much more cars.
The Center for Traffic Management (TsODD) and the Department of Transport and Communications of the city of Moscow have been developing ITS since 2011. ITS consists of two models - static and dynamic.
Static model
The static transport model was created to predict the options for changing the road situation for a long period.
STM takes into account the following introductory:
- the population of the city;
- the population of the district;
- the age of the inhabitants;
- gender of residents;
- social status;
- employment of the population.
STM algorithms divide each area into transport sections. To study the activity and time of movement of people from one area to another, to clean up the volume of flow, Big Data analysis technologies and sociological surveys are used.
Dynamic model
The dynamic transport model (DTM) tracks many parameters, such as:
- speed and intensity of traffic flows;
- movement of public transport;
- Accident by the degree of significance;
- locations of social facilities;
- road closures.
In addition, using DTM, it is possible to monitor the operation of mobile photo and video recording complexes, etc.
DTM uses data from GLONASS sensors, cameras, transport detectors. The DTM is responsible for the control of traffic lights, analysis of accident foci, etc.
The situation center is an important element of the IT of Moscow.
The Situation Center is responsible for:
- traffic light control;
- control of television viewing cameras;
- monitoring of traffic conditions;
- visual informing of road users;
- photo and video recording of violations.
