Purpose of the certificate

The certificate gives to the citizen the chance free of charge to master this or that competence demanded in digital economy, having been trained according to the short-term program of advanced training of the Russian educational institution. The competences demanded in digital economy, it is told on the website of the цифровойсертификат.рф project, "are selected by the companies-leaders of digital economy". What it is the companies, on the website it is not explained.

The educational organization which provides training in the programs provided by the draft of certificates the total cost of training of students in this or that program is compensated. Compensation is performed from means of the federal project "Personnel for Digital Economy" of a natsrogramma "Digital economy".

Format and duration of training

The owner of the certificate can be trained in completely remote mode or in combined. Programs of additional education have small duration. It is from 36 to 114 class periods.

The managing director of Competence center for the personnel for digital economy of University 2035 Oleg Podolsky, in a conversation with TAdviser noted that, on the one hand, in 36 hours it is impossible to receive a new digital profession, but, he says, the state thus gives an impulse to development, allows to estimate the value of new knowledge and skills. And to continue independently study the person always can – in practice, at own expense or at the expense of the employer.

On the other hand, according to Podolsky, University 2035 sees demand from potential receivers of digital certificates for more long and, respectively, more expensive educational programs. In this regard the organization considers options of joint financing of training of the project by employers or educational institutions for increase in duration of programs in 2020.

Directions of training

In 2019, pilot year of project implementation, certificates it was possible to get 22 following referrals according to programs:

• Big Data;
• Internet of Things;
• artificial intelligence;
• quantum technologies;
• cyber security and data protection;
• neurotechnologies, virtual and augmented reality;
• new and portable power sources;
• new production technologies;
• programming and creation of IT products;
• industrial design and 3D - modeling;
• industrial Internet;
• development of computer games and multimedia applications;
• mobile application development;
• the distributed and cloud computing;
• secsorics and components of robotics;
• system administration;
• the systems of the distributed register;
• technologies of wireless communication;
• technologies of management of properties of biological objects;
• digital design;
• digital marketing and media;
• electronic engineer and radio technician.

In 2020 this list of the directions of training, perhaps, will be expanded.

Educational participating organizations

On a status May, 2020 the project includes educational programs generally only of small educational institutions. The exception is made by programs of IT Academy, the Innopolis University, Southern Federal University. Also branches of two large universities participate in the project:

• The southern Russian institute of management - branch of "The Russian Russian Presidential Academy of National Economy and Public Administration" (RANEPA);

• Tula branch of "Financial University under the Government of the Russian Federation".

Only three educational institutions of the project are in Moscow: IT academy, Softline Edyukeyshn, "Selart-obrazovaniye". Educational institutions from St. Petersburg do not participate in the project. In total training in educational programs for certificates is provided by 31 educational organizations to download the complete list. Part of them was developed especially for the project, a part - was already used by educational institutions.

University 2035 reported to TAdviser that in December, 2019 applications for inclusion were also submitted by such large educational institutions as a RANEPA, Plekhanov Russian Academy of Economics, MISIS and Yandex. Practical work. However their programs did not undergo selection by formal parameters. To what at the university did not explain, having told only that the organization conducts with them negotiations on optimization of programs on project requirements.

Small presence of large educational institutions at the project in 2019 at University 2035 is explained with two reasons. The first of them - their weak interest in the project connected with the small face value of the issued certificates. In 2019 it made 15 thousand rubles whereas the cost of training programs, for example, of such educational institution as Netology, is from 30 thousand rubles.

The second reason - impossibility of the educational organizations which submitted applications for participation in the project in 2019 among which there were also large educational institutions, to optimize programs under its requirements. It was caused very short term of selection of offers in 2019 proceeding only from November to December.

In 2020 at University 2035 expect growth of interest of large educational institutions in the project as in connection with introduction of remote education because of the self-isolation mode universities were forced to transfer the programs to online and as result, a large number of add-on educational modules developed, enough inexpensive and available.

Therefore we wait, as large educational institutions will offer the programs for implementation through certificates, - noted at University 2035.

Certificate face value

The maximum face value of the certificates issued within the project in 2019 was 15 thousand rubles, and in 2020, according to plans, it can will be reduced to a maximum amount in 10 thousand rubles, on melon University 2035. It is possible to tell that the face value of certificates absolutely small in comparison with the cost of the majority of the Russian programs of additional education of digital orientation. So, for example, the "I Am PRO Web Developer" program of the Skillbox online university lasting 2 years costs 183.3 thousand rubles. The Artificial intelligence program lasting 1.5 years of the educational GeekBrains portal costs 270 thousand rubles.

At the same time has some of the programs which are already included in the project smaller, than the value of the maximum face value, cost. For example, three completely distance programs, duration of each of which make 36 class periods, there are 5.5 thousand rubles. The speech about the following programs:

• "Programming and creation of IT products" (Bashkir state agricultural university);
• "Science about data (Data Science)" (Ufa state aviation technical university);
• "Internet of Things and industry 4.0" (Kuznetsk industrial technical school).

Examples of the prices of more expensive programs of the project at University 2035 TAdviser were not provided. The edition selectively conducted search of the prices in 10 programs of the project independently, but did not find information on programs on the websites of the selected educational institutions. The exception was made by a "An electronic nanometrology rate for engineers-metrologists of the highest category the" of autonomous nonprofit organization "enano" entering into the Rusnano group. Its description is posted on the website of organization. In it it is noted that the cost of the program is 500 rubles.

Conditions of obtaining certificate

Men aged from 18 up to 65 years and the woman from 18 to 60 years can receive the digital certificate. So before achievement of age which will be considered as pension since 2028. Citizens should have secondary professional and/or higher education. At the same time it is possible to receive and use the digital certificate no more time in calendar year. The certificate before end of calendar year of its release is valid.

Scheme of obtaining certificate

For obtaining the certificate the citizen needs to be registered on the цифровойсертификат.рф platform, the systems of providing these documents and also diagnostics within the area of implementation of competences of digital economy selected by it. By its results he receives the recommendation about the choice of the program of advanced training and access to the choice of programs. On the platform the electronic request of the citizen for issue of the certificate is created. Further, at confirmation by the citizen, it undergoes processing on the platform. After that University 2035 makes the decision on issue to the citizen of the certificate or about refuses to it obtaining the document.

The citizen by means of digital record on the platform about fixing of the document to it receives the personal certificate. On issue of the certificate he is informed by the notification in a personal account and also the message by e-mail. The organization is informed on issue to the citizen of the certificate by the electronic notification in a study of her representative on the platform.

Transfer and final assessment

Within five days after obtaining the notification on issue to the citizen of the certificate the educational organization informs him on an order and conditions of transfer and also the diagram of training in the program of advanced training, sending the electronic message to a personal account of the citizen on the platform. The receiver of the certificate within ten working days after the notification on its receiving sends to the educational organization all documents and data, necessary for transfer. The order and volume of submission of documents is defined by educational institution.

Also the citizen selects the period of training in the program according to the set diagram.

Further there is a transfer of the citizen on the program, his training and a final assessment. By its results the document on obtaining the corresponding qualification is issued. After the educational organization confirms successful training and certifications, the document is repaid by the corresponding record on the platform. Confirmation of successful passing by the receiver of the certificate of training and its final assessment is the set of reporting documents which structure defines University 2035.

Selection of educational programs for the project and its condition

Educational programs of additional education University 2035 includes in the project, having selected them from the relevant proposals of educational institutions on the basis of a number of criteria. The organization makes selection of requests on an annual basis in anticipation of the beginning of order taking for obtaining certificates from citizens of Russia.

In November-December, 2019, on start of the project, applications for inclusion of programs in the project were submitted by 67 educational institutions. Their most part arrived from the educational organizations from five regions which participated in piloting of the project - Bashkortostan, Yakutia, Tatarstan, Tula and Rostov region. However not all from the stated programs were included in the project as a row from them did not undergo selection of University 2035.

Selection of offers of educational programs for training in 2020 as of May of the 2020th is not begun yet. In plans of University 2035 to begin and carry out it in the summer.

The program can be included in the project under a condition if the organization which offers it performs the activity according to education Russian Federation the Federal Law "About in". Also the organization should have the license for implementation of educational activities for subspecies additional educations "additional professional education".

In turn, the educational program should:

• to be directed to formation at the student of competences in digital economy;
• correspond to the order of the Ministry of Education and Science of the Russian Federation "About the statement of an order of the organization of implementation of educational activities for additional professional programs and include: the purpose, the planned results of training, the curriculum, the calendar educational diagram, the working program, organizational and pedagogical conditions, certification forms, estimated materials, links to sources of information - maintenance, educational and methodical materials for studying;
• contain the curriculum defining a list, labor input, the sequence and distribution of types of educational activity of students and also certification forms;
• have terms of mastering lasting not less than 36 class periods;
• have the planned results in the form of knowledge, abilities, skills and/or experience of activity meaning development of competence(s)) digital economy;
• provide measuring actions in the beginning of training for determination of level of proficiency in the student in the developed competence(s);
• provide use of e-learning and/or remote educational technologies;
• be implemented by the organizations as independently, and by means of network forms of implementation;
• contain the estimated materials including, in particular, measure description, criteria and a scale of estimation;
• provide completion of mastering by a final assessment of students.
• have a number of appendices;
• be supported with letters from not less, than from two companies employers, containing recommendations and the indication of demand of results of mastering of the program in the field of activity of the relevant organizations.

Plans for issue of certificates

University 2035 provides personal certificates to Russians in process of an address priority until the limit selected for each specific year defined according to indicators of the federal project "Personnel for Digital Economy" of a natsrogramma "Digital economy" ends.

In 2020 the university is going to issue to residents of Russia at most 33 thousand personal the digital certificate. However order taking from citizens for their receiving as of May of the 2020th is not begun yet. It starts only in an early autumn, according to University 2035.

In 2021 in plans of the university - to provide 122 thousand certificates, in 2022 – 240 thousand, in 2023 – 300 thousand, in 2024 – 300 thousand. Thus by 2025 Russians as much as possible will be able to receive 1 million certificates, calculate at University 2035.

Financing of the project

As explain at University 2035, annual dynamics of financing of the project according to personal digital certificates can be estimated conditionally, proceeding from the number of the issued certificates in a year.

The decision on model of providing digital certificates and its face value affirmed at a meeting of the working group "Personnel and Education" of the Digital Economy national program. In 2019 the extreme face value of the certificate did not exceed 15 thousand rubles. At the same time users could select for training and cheaper programs, - told TAdviser at University 2035.

Thus, approximate financing of the project in 2019 made 75 million rubles.

Training of receivers of certificates is complete only in May, 2020, and, so the volume of the actual financing of project implementation in 2019 just should be specified, - note at University 2035.

In addition to compensation of training cost of receivers of the certificate to the educational organizations, within the budget selected for project implementation in 2019 University 2035 also developed the digital platform for selection of educational programs and registration of requests of potential receivers of certificates, their entrance testing for knowledge of data domain and also settlings with educational institutions.

On allocated funds University 2035 also held a competition and selected five regional operators for testing of model of providing personal digital certificates in five pilot regions, including attraction to participation in the project of the educational organizations, carrying out in the region of PR campaign on promotion of certificates among inhabitants of regions and also their consultation and maintenance until obtaining the certificate.

Will spend the public funds which are taken away on project implementation in 2020, University 2035 only for compensation of training cost of receivers of the certificate to the educational organizations and PR campaign on promotion of the project. However the extreme face value of the certificate for 2020 is not determined yet.

"University 2035" is going to continue in 2020 testing of different models of providing personal digital certificates, including on the terms of their joint financing from business or the educational organizations that is able to afford to increase the face value of certificates without attraction of additional budgetary funds, - informed TAdviser at University 2035.

History of development of the project

2020: Need of support of the head of the region for obtaining the certificate

It will be necessary for the inhabitant for obtaining digital certificates that the head of his region was actively involved in the project. It was said by the area director of Competence center, responsible for providing personal digital certificates, on the personnel for digital economy Anton Kunitsky on April 17, 2020^[1].

Besides, regions of Russia will have to reveal the regional need for the personnel with competences of digital economy. As explained TAdviser at University 2035, at assessment of personnel needs of regions the organization will rely on such criteria as:

• priority directions of digital development of the region of Russia;
• the significant projects of digital transformation implemented in the region;
• areas of employment in the region and quantity of vacancies with competences of digital economy.

Also, according to Anton Kunitsky, regions will be obliged to inform representatives of the educational organizations, employers and inhabitants on a possibility of participation in the project.

According to Anton Kunitsky, mechanisms of participation of regions are still studied by members of task force "The personnel for subjects of digital economy" of University 2035 as competence center on the personnel for digital economy into which representatives of 85 regions enter.

2019: Piloting

During pilot issue of personal digital certificates in five regions of Russia - Bashkortostan, Yakutia, Tatarstan, Tula and Rostov region – University 2035 provided to Russians 5 thousand documents. Inhabitants of each of regions received on 1 thousand certificates. "University 2035" reported about it on January 21, 2020.

Since the beginning of piloting of the project in December, 2019 requests for free training were submitted by more than 10 thousand people. At the same time training in new competences was demanded at all stages of career development: more than 42% of visitors of the website цифровойсертификат.рф aged from 25 up to 34 years, 25% – from 35 to 44 years. The share of young participants (up to 25 years) and the senior generation (over 55 years) does not exceed 15% in each of categories.

According to poll, the possibility of obtaining new knowledge and skills motivated 88% of participants to training. 40% of respondents were interested in a professional netvorking and were already ready to join within training in the new project. For every third participant it was important to support the qualification by the white paper. "Programming and creation of IT products" (23% of the total number of requests), "Digital marketing and media" (15% of requests) were the most popular directions of training in 2019. The third place in popularity was taken by the Big Data and Cyber Security and Data Protection directions – on 10% of a total quantity of requests respectively.

Participants of the pilot had to start occupations in the first half of 2020 depending on a format of training and the diagram of the specific program.

As the operator of the project at the federal level University 2035 acted. In each of regions regional operators were engaged in consultation and maintenance of students:

• Tula state pedagogical university of L.N. Tolstoy;
• Association of the educational organizations "Electronic Formation of the Republic of Bashkortostan";
• Innopolis university;
• ANO FEARON (Rostov region);
• Institute of development of professional education (Sakha (Yakutia) Republic.
