The concept of the Rostelecom platform defines for itself as a software package that allows you to process certain types of information, including using artificial intelligence. In addition to the supply of solutions included in the platform, Rostelecom also plans to provide services for their implementation, integration, application development, communication within the platform, consulting.
As part of building a digital economy, Rostelecom sees itself as a provider and operator of this kind of platforms, not excluding the traditional role of a telecom provider.
Boris Glazkov told TAdviser that one of the platforms that Rostelecom is ready to provide is the industrial data platform, the industrial Internet of Things. Here, the company assigns itself the roles of a business integrator of projects that would take over their organization and coordination, as well as a platform operator. At the same time, Rostelecom is ready to act as a co-investor in such projects.
Another platform is the e-government platform. Glazkov notes that these are state systems that ensure the operation of e-government. Despite the fact that they belong to the state, there is a presidential order related to their commercialization and the conclusion of e-government on self-sufficiency, he says. Here Rostelecom sees itself as an operator of trusted services, such as, for example, electronic signature, identification, trusted transfer of information, etc.
The third platform includes ON for the analysis of linguistic information, based on artificial intelligence technologies and, machine learning as well as services for creating solutions based on them. Another platform is for working with biometric data. We are talking, in particular, about voice identification. This direction is new for Rostelecom, the company is just starting to work on it, Glazkov said in a conversation with TAdviser. As of May, Rostelecom is conducting a pilot project with the Ministry of Telecom and Mass Communications, the Central Bank of Russia and a number of banks to implement a system that allows identifying customers by voice. The technological partner of the project is one of the Russian developers of biometric solutions, he says.
At the end of April 2017, a bill was submitted to the State Duma, involving the use of a mechanism for remote authentication and identification of individual banks using their biometric personal data and information about it from the ESIA to open an account or deposit without personal presence.
In addition, for the digital economy, Rostelecom is ready to provide platforms related to geodata and navigation information, as well as Smart City technologies, said Boris Glazkov.
Earlier, in March 2017, Rostelecom announced the conclusion of an agreement with the consulting company McKinsey, under which the company will advise the operator on the transformation into a digital service provider. The contract value is 32.1 million rubles.
