EU sets world's first standard for AI systems
In May 2023, the European Parliament (EP) passed the AI Act bill, which became the world's first rules and standard for artificial intelligence.
AI systems with unacceptable levels of risk to human safety will be strictly prohibited. These include systems that use subconscious or targeted manipulative methods that exploit people's vulnerabilities or are used for social scoring (classifying people based on their social behavior, socio-economic status, personal characteristics), the EP said in a statement. |
According to the document, the goal of the deputies of the European Union (EU) is to establish the world's first rules for artificial intelligence and put AI systems under the control of people, making them safe, transparent, traceable and non-discriminatory.
In accordance with accepted standards, developers of high-risk artificial intelligence must:
- conduct a risk and compliance assessment;
- register their systems in the European AI database;
- ensure high quality of data used for AI training;
- ensure transparency and awareness of users;
- ensure effective human oversight and the possibility of intervention;
- ensure safety and reliability of AI systems.
As for "low-risk" AI, such as chatbots, its suppliers are obliged to inform users that they are interacting with AI, and not with humans. For generative models, another requirement is added - to inform users that the content is created by a neural network.
In general, companies using various AI tools will have to assess their potential risks in terms of "health, safety, fundamental rights, the environment, democracy and the rule of law," the document says.[5]

Developed the first GOST in Russia for testing artificial intelligence
In early August 2022, it became known about the creation of the first GOST in Russia for testing artificial intelligence. We are talking about the development of the Center for Diagnostics and Telemedicine of the Moscow Department of Health.
According to Anastasia Rakova, deputy mayor of the capital for social development, by the beginning of August 2022, the document has already been approved and will begin to be applied from September 1, 2022.
The new document regulates the requirements for clinical trials of neural networks. According to the developed GOST system, specialists will receive an accurate assessment of whether the product meets the declared characteristics of accuracy, effectiveness and whether it carries risks to the patient's health.
Clinical evaluation involves three stages. First, analytical validation confirms the ability of artificial intelligence systems to accurately, reproducibly, and reliably process data. The evaluation of the clinical link then shows the conformity of the output of such systems to the stated functional purpose. And finally, within the framework of clinical validation, the effectiveness of the system is confirmed - the ability to produce clinically significant results.
According to the Moscow mayor's office, earlier national standards were adopted and entered into force for the introduction of artificial intelligence systems in clinical medicine, they were also developed by metropolitan radiologists.
We have gained vast experience in the field of the use of artificial intelligence in healthcare. In March 2022, the development of our doctors in this industry formed the basis of uniform national standards for the use of advanced technologies in medicine. We are moving on - Moscow specialists have developed GOST for testing artificial intelligence systems, - said Rakova, whose words are quoted on the official website of the mayor of Moscow.[7] |

ISO/IEC experts supported the proposal to develop a standard in Russian
On April 16, 2019, it became known that the ISO/IEC subcommittee on standardization in the field of artificial intelligence supported the proposal of the Technical Committee "Cyber Physical Systems," created on the basis of RVC, to develop the standard "Artificial intelligence. Concepts and terminology "in Russian in addition to the basic English version.
Terminology standard "Artificial intelligence. Concepts and terminology "is fundamental to the entire family of international regulatory and technical documents in the field of artificial intelligence. In addition to terms and definitions, this document contains conceptual approaches and principles for building systems with AI elements, a description of the relationship of AI with other end-to-end technologies, as well as basic principles and framework approaches to the regulatory and technical regulation of artificial intelligence.
Following the meeting of the relevant ISO/IEC subcommittee in Dublin, ISO/IEC experts supported the proposal of the delegation from Russia to synchronously develop the terminology standard in the field of AI not only in English, but also in Russian. The document is expected to be approved in early 2021.
author '= Nikita Utkin, RVC Program Manager, Chairman of the Cyber-Physical Systems TC The development of products and services based on artificial intelligence requires an unambiguous interpretation of the concepts used by all market participants. The terminology standard will unify the "language" in which developers, customers and the professional community communicate, classify such properties of AI-based products as "security," "reproducibility," "reliability" and "privacy." Unified terminology will also become an important factor for the development of artificial intelligence technologies within the framework of the National Technology Initiative - AI algorithms are used by more than 80% of companies in the NTI perimeter. In addition, the ISO/IEC solution will strengthen the authority and expand the influence of Russian experts in the further development of international standards. |
During the meeting, ISO/IEC experts also supported the development of the draft international document Information Technology - Artificial Intelligence (AI) - Overview of Computational Approaches for AI Systems, in which Russia acts as co-editor. The document provides an overview of the current state of artificial intelligence systems, describing the main characteristics of systems, algorithms and approaches, as well as examples of specialized applications in the field of AI. The development of this draft document will be carried out by the working group 5 "Computational approaches and computational characteristics of AI systems" (SC 42 Working Group 5 "Computational approaches and computational characteristics of AI systems"), specially created within the framework of the subcommittee.
As part of the work at the international level, delegations from Russia managed to achieve a number of landmark decisions that will have a long-term effect on the development of artificial intelligence technologies in the country. The development of a Russian-language version of the standard, also from such an early phase, is a guarantee of synchronization with the international field, and the development of the ISO/IEC subcommittee and the initiation of international documents with the Russian co-editor is the foundation for further promoting the interests of Russian developers abroad, "commented. |
Artificial intelligence technologies are widely in demand in a wide variety of sectors of the digital economy. Among the main factors restraining their full-scale practical use is the underdevelopment of the regulatory framework. At the same time, it is the developed regulatory and technical framework that ensures the specified quality of technology use and the corresponding economic effect.
In the direction of artificial intelligence, the Cyber Physical Systems shopping center based on RVC is developing a number of national standards, the approval of which is scheduled for late 2019 - early 2020. In addition, together with market players, work is underway to form a National Standardization Plan (NPC) for 2020 and beyond. TK "Cyber-Physical Systems" is open to proposals for the development of documents by interested organizations.
