The State Duma Committee on Information Policy, IT and Communications opposes the creation of a solid municipal waste metering system (GIS UTKO) as a separate new system due to the fact that it largely duplicates the functionality of the waste metering system already created and operating in experimental mode from the use of goods (EGIS UIT).
The creation of the UTKO GIS is estimated at about 1.3 billion rubles. If you implement the functionality assumed in it on the basis of the existing UIT EGIS, then you can save very significant funds, the head of the State Duma Committee on Information Policy Alexander Khinshtein expressed his opinion on November 22 at a joint meeting with the State Duma Committee on Ecology, Natural Resources and Environmental Protection.
According to Hinstein, the committee headed by him appealed to the government on this issue, and there is an order to work out this issue. The ability not to spend extra funds is especially relevant due to the fact that now, with the upcoming adoption of the budget for the next period in the 2nd and 3rd readings, we are talking about saving literally every ruble, the head of the information policy committee emphasized.
Khinshtein also pointed out at such a moment that the money pledged for the creation of GIS UTKO, according to existing documents, is supposed to be sent to the authorized capital of the public law company to form an integrated system for the management of municipal solid waste "Russian Environmental Operator."

The founder of the Russian Environmental Operator is the Ministry of Natural Resources. From July 2, 2021, this company was appointed operator of both systems - GIS UTKO and EGIS UIT.
Alexander Khinshtein reminded that, according to the presidential decree, GIS UTKO actually had to be built before January 1, 2020. And EGIS UIT, in particular, was created by Rosprirodnadzor since 2015, since 2019 it has been undergoing revision. About 566 million rubles were spent on the system. It should be put into commercial operation in December 2021.
The Auditor of the Accounts Chamber Sergey Mammadov announced at the meeting the results of the analysis, which showed that 7 out of 10 modules in the Unified State Educational Institution UIT and GIS UTKO coincide in functionality. I must say that in 2020, the Accounts Chamber in one of its reports on the results of the audit criticized the plans of the Ministry of Natural Resources to create GIS UTKO, because it generally corresponds to the modernized GIS UIT in terms of functionality and data composition. The Accounts Chamber also had comments on the UOIT GIS: "The modernization of the UOIT EGIS, which has been carried out by Rosprirodnadzor since 2019, does not improve the effectiveness of its use and does not improve the quality of administration of the environmental collection."[1]
At the meeting, it was reported that the "Russian Ecological Operator" has already developed proposals for the reuse of the components of the UIT GIS in the UTKO GIS. And the head of the "Russian Environmental Operator" Denis Butsaev noted that EGIS UOIT and GIS UTKO could subsequently unite on the basis of the Gostech platform.
At the same time, the discussion at the meeting showed that when creating the above systems, there is a discrepancy between the actions of the participants. Alexander Khinshtein, for example, expressed bewilderment that the head of the Russian Environmental Operator said that at a joint meeting of the committees he would be able to familiarize himself with the work of the information system, which was supposed to go to him from July 2021. Prior to that, Denis Butsaev saw only her animated presentations due to the fact that, according to him , Rosprirodnadzor does not provide access. Hinstein called it "theater of the absurd."

Deputy Minister of Digital Development, Communications and Mass Media Andrei Chernenko voiced the position of the department in connection with the controversial situation: one way or another, previously created systems should be reused in the next steps on digitalization. Therefore, if the state has invested, and the system is functioning, it should be reused.
Chernenko also noted that the draft resolution on the operation of the UIT EGIS, to which the Ministry of Digital Development has many comments, considers the situation when the system is being recreated: "this is wrong, such a document will not pass through us." In addition, the deputy minister added, there is a draft law on the creation of a new waste management system, which should combine the two above systems, and here, too, it is necessary to quickly restore order.
The question of how the solid municipal waste accounting system will be implemented in the end remains open. After the meeting, Alexander Khinshtein stressed that the State Duma and relevant committees are taking the progress of further implementation and implementation of information systems in the field of municipal waste circulation for permanent parliamentary control.
Everything that happens to these systems next will be under our utmost scrutiny. We will do everything to prevent inappropriate and excessive spending of funds from the federal budget on what has already been built by the state, "said the head of the information policy committee. |
REO is selected by the unified operator UOIT EGIS
As it became known on July 5, 2021, the Russian Environmental Operator (REO) was chosen as a single operator of two state information systems for accounting for household waste. The corresponding document was signed by Russian President Vladimir Putin.
According to TASS Information Agency of Russia the REO press service, the company will control the Unified State System for Accounting for Waste from the Use of Goods (EGIS UOIT, previously it was an operator Rosprirodnadzor) and the State Information System for Accounting for Municipal Solid Waste (GIS UTKO, former operator -). The UTKO GIS system contains elements of the electronic model of the federal scheme developed by the REO. This electronic system contains infrastructure objects - current and promising: landfills, sorting, etc. It also contains information about regional operators and their work, settlement systems between regoperators and payers.
WMPS GIS contains information on packaging from used goods, accounting of which is required within the framework of extended responsibility of manufacturers (DPR). This is an economic regulation mechanism according to which manufacturers and importers of goods are obliged to dispose of products produced or imported into the country. They can do it on their own or pay for eco-collection.
In the future, it would be logical to combine the UIT and UTKO systems, says Denis Butsaev, CEO of REO. According to him, the unified information system in the field of waste management "will completely cover the needs of the state for information that is available on the management of all types of waste."
Combining two information systems in one hand will give the industry the necessary transparency, said Ildar Neverov, chairman of the committee on environmental management and ecology of Delovaya Rossiya. In his opinion, it will now be visible where and what recyclable material was formed, how it is processed and why it is used.[2]
