2023: The creation of the centre

In the Saratov region, the Center for Digital Development was launched. The state government institution, created under the Ministry of Digital Development and Communications of the Saratov Region, will become a single technical operator of information systems and will be responsible for the digitalization of all key areas of management, industry and services in the region. In addition, its specialists will develop interactive electronic forms of services for displaying on the Public services portal, form and implement a social "Resident Map," launch IT projects that will help increase the efficiency of interaction between residents and civil servants of the region. This was announced on April 4, 2023 by the press service of the State Duma deputy RFAnton Nemkin.

IT experts are confident that the work of the center will allow the region to break out in 2023 in the top ten regions that are successfully conducting digital transformation.

The Minister of Digital Development communications Saratov and the Region Vladimir Starkov noted that every year the needs of executive bodies for the implementation of industry IT systems are growing.

A significant part of these works can be implemented by the specialists of the created center, as a result of which the budget of the Saratov region will receive significant savings, while the quality of maintenance and support of information systems, the introduction of standard cloud solutions and platforms will be significantly higher. Centralizing system administration will eliminate the need to increase the number of authorities, as they will act only as functional customers and users of information systems, and centralized functions for the implementation and deployment of digital solutions, as well as the role of a single IT support center, will be carried out by the Center for Digital Development. At the same time, the ministry will continue to work on the introduction of InformSystems, regulatory and methodological support for their functioning, coordinate digital transformation and dictate a unified digitalization policy in the Saratov region in accordance with federal tasks. This will ensure a systematic approach to the introduction of digital solutions in the Saratov region, create a unified information infrastructure in the authorities and increase the quality and availability of public services for the population in electronic form, "said Vladimir Starkov.

The center will also deal with technical support for the system of interdepartmental electronic interaction, GIS for urban planning, the deployment of a standard cloud solution for electronic document management for local governments at network regional capacities.

The threats facing the country's digital infrastructure require an adequate response from us. There can't be too many additional protections. The development of uniform approaches to cybersecurity in the region within the framework of the digital development center will allow accumulating all forces and obtaining the most effective solutions, "said Roman Chuichenko.

Anton Nemkin, federal coordinator of Digital Russia, member of the State Duma Committee on Information Policy, Information Technology and Communications, agrees that the creation of the Center for Digital Development will allow the region to achieve even higher results in the digitalization of the economy, regional and municipal administration.

The Saratov region will have to show one of the best results among all regions in 2023. The consolidated efforts of the IT specialists of the Center for Digital Development, executive authorities, the relevant ministry, their close cooperation with the local IT community can significantly strengthen the work on digitalization of the region, bringing it to the level of at least regional leaders, as a maximum of Moscow and St. Petersburg, - said Anton Nemkin.
