The US authorities said that it was an intelligence apparatus, while the PRC denied accusations of espionage. Beijing insisted that a weather balloon deviated from the course was in US airspace.

2019: Cooperation with Rostec in the field of electronic equipment and electronic components

On September 6, 2019, Rostec State Corporation announced that, together with China Electronics Technology Group Corporation (CETC), they held negotiations and agreed on a plan for developing cooperation in the development and production of electronic equipment and electronic component base.

The Rostec delegation was headed by Deputy General Director of the Corporation Nikolai Volobuev, the CETS delegation - Deputy General Director Huang Sindong. The parties exchanged information on the status and prospects of joint projects on avionics, electronic component base, navigation equipment, Smart City, measuring equipment, software development.

In particular, CETC representatives were given proposals for the development of navigation receivers of two types for global and domestic markets with the manufacture of chips at the Chinese SMIC factory using 40 nm technology, as well as a proposal for the creation of a road safety system and an increase in capacity in one of the cities of the PRC.

Chinese partners are considering our proposals in these areas. It also discussed the implementation of projects to provide Russian enterprises with an electronic component base and the possibility of localizing some partner technologies in Russia. Wide production and technological cooperation with one of the largest Chinese manufacturers of the CETC component base provides serious opportunities for entering both the PRC market and the global market.

The parties agreed that for operational interaction and effective solution of problems, a working subgroup will be formed in the field of development, production, quality assessment of electronic components and optoelectronics. It will include representatives of CETS, Alliance Electro Tech Co., Ltd, Rostec State Corporation, Russian standardization and certification bodies of the electronic component base.

The development and implementation of projects with CETC will be carried out by the holdings of Roselectronics, Schwabe, KRET and a number of other organizations of Rostec.
