Plan of formation of research competences and technology backlogs
On December 15, 2017 the Ministry of Telecom and Mass Communications of the Russian Federation prepared the actions plan in the "Formation of Research Competences and Technology Backlogs" direction. It is directed to formation of the institutional environment for development of research and development in the field of digital economy and also technology backlogs and competences.
On December 18, 2017 the plan is approved by the government commission on use of information technologies for improvement of quality of life and conditions of conducting business activity.
Tasks
The actions plan includes 6 main objectives. It is demand-supply analysis on research and development by use of "end-to-end" technologies, formation of mechanisms and measures of support of participants of the Digital Economy program, determination of criteria and formation of an order of selection of the leading research centers (LRC) for development of "end-to-end" technologies. Besides, sale of the mechanism of selection and functioning of LRC, formation of programs in the fields of education and advanced trainings in the field of digital economy and also formation and successful functioning not less than 10 leading companies is among tasks.
Results and quantitative indices
According to the results of implementation of the actions plan the following results should be achieved:
- Sectors of economy with the highest potential of commercialization of solutions based on "end-to-end" technologies in the field of TsE are defined.
- Digital transformation of sectors of the Russian economy and its separate subjects is started.
- The product demand of the Russian origin regarding "end-to-end" technologies from a wide range of subjects of economy is created.
- Protection of the technological solutions of a foreign origin necessary for development in Russia of priority "end-to-end" technologies is provided.
- Programs of activity of the selected leading organizations are developed and approved
- Conditions for development of the international sci-tech cooperation (ISTC) of the leading organizations for the priority directions of "end-to-end" technologies of digital economy are created, and project implementation within MNTS is begun.
- The ecosystem stimulating development of the leading companies in the markets of digital economy is created.
- The leading companies provide a significant contribution to implementation of the agenda of digital transformation of economy of the Russian Federation according to the purposes of the Digital Economy program.
- The principles and instruments of development of digital economy (digital transformation) are brought to the management of the leading state companies.
- Demand for research and development in the field of "end-to-end" technologies of digital economy is intensified.
- Not less than 3 postgraduate and master schools in each direction of "end-to-end" technologies based on the leading universities and the scientific organizations are created.
Quantitative indices which should be reached during the period from 2018 to 2024 also are given in the plan. In particular, by 2020 2 competence centers on each of the directions of "end-to-end" technologies should be created. The number of the international competence centers which are partners of digital platforms for research and development from 2019 to 2024 should increase from 15 up to 30. The number of the Russian organizations participating in implementation of large projects (volume of $3 million) in the MNTS priority directions in the field of digital economy of r 2024 should reach 10.
Sharply, with 3 in 2018 to 100 in 2024, the number of participants of digital platforms for research and development should increase. The number of the companies - the technology leaders competitive in global markets, by 2024 should increase to 10. With 5 in 2020 to 30 in 2024 the number of the implemented projects in the field of digital economy not less than 100 million rubles should grow.
The number of the created postgraduate and master schools in the directions of "end-to-end" technologies based on the leading universities and the scientific organizations should reach 50 by 2024. To the same date the number of specialists in the directions of the "end-to-end" technologies trained abroad and which came back to Russia should increase to 500.
The expected effect
The expected effects of project implementation on development of "end-to-end" technologies include:
- Creation of the first national system of intellectual video analytics on the basis of one of the most modern algorithms of face recognition with the proved accuracy about 95%.
- Increase in efficiency of the systems of speech programming and speech recognition
- Improvement of quality of the onkodiagnostiki, including during the preclinical period of development of pathology
- Further development of technologies on the basis of neyromorfny computing algorithms and neyromorfny chips; the "neural network" for the enterprises directed to increase in production efficiency
- Creation of means on the basis of neurotechnologies and artificial intelligence for development of digital medicine
- Basis of creation of a national communication network of a 5G on domestic element base. Creation of necessary infrastructure base for further development of networks of class 5G.
- Key core of "smart factory" and (partly) "smart city". Multiple increase in efficiency of use of energy resources
- Creation of the full-fledged superconductor quantum computer, optical quantum computer and quantum computer on neutral atoms.
- Supersensitive sensors for the NPP, military, medicine and so forth.
- Creation of absolutely protected communication lines for security agencies, the banking and corporate sector.
- And other achievements.
Creation of competence centers: Rosatom and Rostec
At the end of August, 2017 the first meeting of a government subcommittee on digital economy, devoted to an organization structure of program implementation took place. Competence centers which need to be created, and the heads of the working groups elected from representatives of business were determined by each direction of the program of digital economy.
Among Competence Centers which should be created, - "Formation of research competences and technology backlogs". They are assigned to Rosatom and Rostec. Within work of these centers actions plans for improvement of quality of life and conditions of maintaining an entrepreneurship in the selected technology directions should be prepared.
In September Rosatom published materials in which activities of the new centers are described. The directions assigned to Rostec include:
- Neurotechnologies and artificial intelligence;
- The systems of the distributed register;
- Industrial Internet;
- Components of robotics and secsorics;
- Technologies of wireless communication.
Activity of the center at Rosatom includes:
- New production technologies;
- Big Data;
- Quantum tekhnologiya of communication;
- Technologies of the virtual and complemented realities.
The responsible enterprises in a circuit of Rosatom:
- New production technologies - VNIIEF and IK of "ASE";
- Big Data - VNIIEF and IK of "ASE";
- Technologies of the virtual and complemented realities there is NIIIS of Yu.E. Sedakov;
- Quantum technologies - Federal State Unitary Enterprise VNIIA.
Curators of the directions:
- New production technologies - the deputy director of VNIIEF Oleg Krivosheyev and the director of system engineering and IT of IR "ASE" Vyacheslav Alenkov;
- Big Data - the deputy director concerning supercomputer simulation of VNIIEF Rashit Shagaliyev and the vice president of IK of "ASE" Ivan Borisov;
- Technologies of the virtual and complemented realities - the deputy director on IT of NIIIS of Yu.E. Sedakov Denis Sedakov;
- Quantum technologies - the research supervisor of VNIIA Alexander Andriyash.
