The departmental project "Digital Transport and Logistics" provides for the digital transformation of transport in Russia in a number of areas.

2019: TransTeleCom, ATM State Corporation, Russian Post and NLMK join the Association "Digital Transport and Logistics"

The signing of a memorandum on the entry of new participants into the Association "Digital Transport and Logistics" (CTL) took place in June 2019 on the sidelines of the St. Petersburg International Economic Forum-2019. CTL was established in 2018 by Russian Railways, Aeroflot - Russian Airlines, RT-Invest Transport Systems, State Company Avtodor, Glosav, FSUE ProtectionInfoTrans and NPP Digital Radio Engineering Systems. The plans for accession were confirmed by JSC TransTeleCom Company, NLMK Group, FSUE Russian Post and FSUE State Corporation for Air Traffic Management in the Russian Federation. The Association is a competence center for the departmental project of the Ministry of Transport of Russia of the same name.

Deputy Minister of Transport of Russia Alexei Semenov stressed that the department, together with business, is creating a Digital Platform for the Transport Complex (TsPTK). "In fact, this is the state segment of a single secure trusted space on transport, providing access to state services on the basis of a" single window. " The interaction of industry leaders and the largest Russian companies actively involved in the digital transformation of logistics will provide intersectoral information exchange, as well as the creation of open service ecosystems. Director of CTL, General Director of RT-Invest Transport Systems Anton Zamkov added that it is TsPTK that will ensure Russia's leadership in the transport integration of Europe and Asia by integrating the current digital infrastructure of state systems and created platform solutions of leaders in the logistics industry.

According to Roman Kravtsov, General Director of TransTeleCom Company JSC, joining the association will allow applying the accumulated competencies and technologies. "Today, our company is actively developing its digital infrastructure and participating in the implementation of measures for the digital transformation of its parent company, Russian Railways. At the same time, our strategy involves activities outside the railways, in the interests of the entire industry. So, we are already working on joint projects with the members of the association. This year, they launched the piloting of digital services for the transportation of cargo from the seaport to the logistics hub. Pilot tests confirmed the feasibility of creating a seamless infocommunication environment and the effectiveness of platform solutions on different types of transport, "said Roman Kravtsov.

According to Nikita Danilov, Deputy General Director of FSUE State ATM Corporation, the entry of the national air navigation service provider into the Association is primarily aimed at promoting the implementation of Russia's transit potential. "In the context of our organization, we are talking about servicing air traffic from Europe, North America and Southeast Asia. Earlier, the Digital Transport and Logistics Association signed cooperation agreements with the port of Hamburg and the Russian National Union of Experts in Transport and Logistics (SEL).

2018: Announcement of the preparation of the departmental program

Dietrich noted that the project was being prepared with the active participation of leading players in the transport industry. As of November, it is being finalized, after which the project is planned to be submitted for government approval.

Optimization of freight transportation

The project reflects several key areas on which participants will focus their efforts in the field of digital transformation of transport. The first is the optimization of multimodal freight transportation, the creation of platform solutions for seamless transportation, fast and high-quality cargo handling, including in cross-border traffic. This also includes cargo support at all stages of transportation using traceability systems and electronic commodity and transport documents. The Minister of Transport noted that this is the goal that the government previously set for the department, and it is already being worked out.

At the site of the Transport Week with the Ministers of Transport of the EAEU, we held a meeting, discussed the possibilities of using sealing devices, tracking in the process of our cross-border crossings. We have already worked out pilot projects with Kazakhstan, in the near future we will also implement them with Armenia and our other colleagues, Dietrich said.

Passenger transportation transformation

An equally important area, according to the Minister of Transport, is the organization of multimodal passenger transportation. For the passenger, the boundaries between different modes of transport should be erased and it is possible to get from door to door along the optimal route with a guaranteed level of comfort and safety.

The task of digital services in this direction is to harmonize schedules for different types of transport, to take into account the beginning and completion of the transportation stage, to accompany baggage when a passenger uses a single ticket. We are working on a single digital platform for multimodal passenger transportation. Its task is to instantly choose the optimal routes for the passenger by any means of transport and in any combination, - explained Evgeny Dietrich.

Development of the transport complex digital platform

To form a trusted space of interaction between all industry participants, it is necessary to form a digital platform for the transport complex, which will unite all the listed services and data arrays and become a kind of ecosystem for all participants in the transport process, says Dietrich. In fact, on the basis of domestic software, a "single window" of the state and business will be created when performing all transportation.

This platform will establish uniform standards, rules and regulations for information exchange, including legally significant data on transport infrastructure and vehicles. The platform will act as an aggregator of transport data, which excludes the privatization of this data and guarantees non-discriminatory access to it for all interested participants in the transport industry.

Transport Industry Big Data

The Minister of Transport added that a number of large-scale projects to create new generation information systems are already being implemented in the transport complex. As an example, he cited the Unified State Information System for Ensuring Transport Security (EGIS OTB), which has been operating since 2013. It allows you to control passenger traffic with detail to a specific person, to a specific vehicle and passenger. Foreign partners recognize the system as the best among their analogues.

The state automated information system ERA-GLONASS was created and operates, the Platon system was introduced and used. On their basis, the services necessary for the transport complex are developing, which are not directly related to the collection of fees from heavy vehicles.

These systems allow you to collect and store big data. And our main task is to learn how to work with these big data arrays in order to collect new services on their basis, the minister said. - The use of big data gives effects for all participants in the process. A passenger based on them can get a better service, more targeted, more close to their needs. The business can gain process optimization and cost savings, respectively. And the state that provides the processes with infrastructure, due to its more optimal use, can get more bandwidth.

Dietrich gave an example that when they asked the Plato system for large shippers to make certain optimization procedures for simplifying the logistics of a large number of machines within one company, the minimum savings were about 6%. This is not only a saving for business, it is also a more optimal use of roads on which users can better and more conveniently drive, he says.

Medvedev on unmanned vehicles and smart roads

Prime Minister Dmitry Medvedev noted that unmanned vehicles, intelligent traffic management systems, smart roads that are independently able to track the same illegal traffic, and much more that recently seemed and even today seems like fiction or semi-fantasy will soon become commonplace.

In addition to the key areas that will develop within the framework of the departmental project "Digital Transport and Logistics," Medvedev separately touched upon the topic of "a slightly more distant future" - unmanned aerial vehicles.

Drones are still very popular, but in a relatively narrow segment - when shooting films, advertising, reporting. They are only now beginning to be used in agriculture and construction. It is important that this growth is not completely uncontrollable, that flights are safe for people and infrastructure, Medvedev stressed. This requires a system of their monitoring and specialists who will ensure the operation of drones, which will ensure their use in agriculture, construction sites and other areas.
