History

2025: Manufacturing of 600 thousand glucose meters per year

The ELTA plant, launched at the end of 2024, increases the supply of high-tech medical products to the Russian market. At the end of 2025, the company produced over ten million medical devices. This was announced on January 28, 2026 by the Deputy Mayor of Moscow for Transport and Industry Maxim Liksutov.

On behalf of Sergei Sobyanin, the city actively promotes the development of the capital's industry. Thanks to a set of effective urban support measures in the SEZ "Technopolice Moscow," the production of high-tech medical devices and medical equipment is successfully developing. At the end of 2025, the company produced about 600 thousand glucose meters and 10 million packages of test strips for them. The company's development portfolio includes five models of glucose meters, a piercer pen and a device for determining the percentage of glycohemoglobin in the blood, "said Maxim Liksutov.

One of the flagship products of the ELTA enterprise is a "smart" glucometer with the function of transferring data to a smartphone. In addition, the company has created a special mobile application through which the patient sends monitoring data to the doctor.

As of January 2026, more than 240 high-tech companies were localized on the territory of the Moscow SEZ, of which 128 enterprises are residents. In the SEZ "Technopolice Moscow" companies produce high-tech products. It produces medicines, medical devices, microelectronics, machine tools, robotics, elevators, batteries, innovative products for the space industry, components for electric vehicles and new materials.

2018: Construction of a plant in Technopolice Moscow for 660 million rubles

On August 17, 2018, it became known that the Elta company, the only (as of 2018) domestic producer of glucose meters, is investing 660 million rubles in the creation of a production complex on the territory of the Technopolice Moscow special economic zone (SEZ) in Zelenograd. The project for the construction of the plant has already started. This was announced by the general director of the company Yuri Glukhov, specifying that Elta expects to recoup the invested funds within five years after the completion of construction.

As a resident of the SEZ, Elta will be able to quickly bring its innovative solutions to the market. In particular, a glucometer will be produced in Zelenograd, synchronizing with a mobile application and a telemedicine portal. This development will allow people with diabetes to manage their disease at a completely different level, Glukhov is convinced.

In addition to glucometers, in Zelenograd the company plans to produce kliniko‐laboratornyye kits and devices for monitoring the level of glycated hemoglobin, individual test systems of cancer markers. At the same time, Elta intends to establish the production of a synthetic antiplatelet drug to reduce the risk of acute thrombotic conditions, Russian analogues of which, according to the company, are not yet available, as well as other products.

As of August, in Russia, in addition to Elta, glucometers and test strips are produced by two more companies - Arkray, based in the Dubna SEZ, a subsidiary of Japanese Arkray, and a joint project of Johnson & Johnson and Pharmstandard, operating since 2015 in Ufa. ^[1]
