2025: ₽616 mln allocated for purchase of 396 medical equipment units

The Trans-Baikal Territory received ₽616 million for the purchase of 396 units of medical equipment in 2025, which continues the program to modernize the region's healthcare. For the period from 2019 to 2024, the region has already spent more than ₽2 billion on the purchase of over 1.5 thousand units of medical equipment within the framework of national projects. Oksana Nemakina, Minister of Health of the Territory, announced the general results of the program in June 2025.

According to ChitaMedia, the Minister of Health emphasized the significant contribution of federal funding to the development of the regional health care system. The funds came through various federal programs and national projects.

Oksana Nemakina noted that the purchase of more than 1.5 thousand units of medical equipment worth over ₽2 billion represents a significant investment in the modernization of the region's medical industry. The new technique has improved the quality of diagnosis and treatment of patients in medical institutions of the region.

As part of the implementation of social development plans for economic growth centers, 14 medical institutions in Transbaikalia received 244 new devices for diagnosing various diseases. The federal budget allocated ₽350 million for the purchase of diagnostic equipment.

The chief physician of the Regional Clinical Hospital Yevgeny Porushnichak explained the importance of the supplied equipment for the region. He noted the high prevalence of urolithiasis among residents of Transbaikalia, which makes new medical devices especially in demand.

Nephroscopes allow operations to remove stones in an atraumatic way, which significantly reduces the risks to patients and speeds up the recovery process. Evgeny Porushnichak emphasized the urgent need for medical institutions of the region in this type of equipment.

Social development plans for economic growth centers represent a single Far Eastern subsidy. The funds are used to improve the social infrastructure in municipalities where new production facilities are planned.[1]

2024:5 billion rubles allocated for the renewal of medical institutions in Transbaikalia

A significant part of the funding came from the federal budget, which made it possible to implement large-scale changes in the region.

Deputy Minister of Health of the Russian Federation Evgenia Kotova during a working trip to the Trans-Baikal Territory said that over the past five years, the region's health care system has undergone significant transformations. One of the key achievements was the commissioning of 27 new healthcare facilities built using modular structures. Among them are feldsher-midwife stations and medical outpatient clinics, which now provide access to medical care in remote areas of the region.

Medical institutions of the Trans-Baikal Territory will receive 5 billion rubles for modernization

In addition, 244 units of medical transport were purchased, which significantly facilitated the transportation of patients to doctors and provided doctors with the opportunity to quickly visit patients at home. As Evgenia Kotova noted, these measures contribute to improving the availability of medical care for the population and ensure a high level of patient satisfaction with medical services.

One example of successful modernization is the regional cancer center. As part of the implementation of the national project "Healthcare," the dispensary was equipped with 139 units of modern medical equipment worth ₽1,6 billion. This has significantly improved the quality of cancer diagnosis and treatment, which is crucial for the region given the growing needs for specialized medical care.[2]

2022: Overdue debts of hospitals of the Trans-Baikal Territory reached 398 million rubles

By the end of March 2022, the total debts of medical institutions of the Trans-Baikal Territory amounted to 640 million rubles, including 398 million rubles of overdue loans. Such amounts were named at a meeting of deputies of the Legislative Assembly of the region with specialists from the regional Ministry of Health.

Lyudmila Kovalenko, Deputy Minister of the Ministry of Health of Transbaikalia for Financial Affairs, said that in 2021 the department spent 30 billion rubles, more than 15% of them went to the fight against the COVID-19 coronavirus. The basis of the budget (62%, or 21.5 billion rubles) was made up of compulsory medical insurance funds, 5.6 billion rubles came from the federal budget, and 3.6 billion rubles from the regional budget.

Overdue debts of hospitals in the Trans-Baikal Territory reached 398 million rubles

At the beginning of 2022, the amount of debts as a whole decreased by 30%, the amount of overdue loans - by 18.7%. The Ministry of Health of Transbaikalia has a debt of 41 million rubles due to the reimbursement of vacation pay for working with coronavirus patients in 2020. The main share of debts falls on insurance premiums (30%), consumables (17%), medicines (15%) and utilities.

The five regional hospitals in terms of the growth dynamics of overdue loans included the Akshinskaya Central Regional Hospital (an increase of 15%), Tungokochenskaya (2.6 times), Kalarskaya (an increase of 25%), Uletovskaya (an increase of 40%) and Duldurginskaya (an increase of 57%). Each of them did not fully master the compulsory medical insurance funds. In addition, the Uletovskaya Central Regional Hospital lost five doctors, and Duldurginskaya - nine doctors.[3]
