The regional government reported that both deputy heads of the Ministry of Digital Development were dismissed due to the expiration of the term service contract. Earlier, Dyachkin and Bondarenko, as well as the Minister of Digital Development of the Rostovskaya Region, Yevgeny Poluyanov, were searched as part of a criminal case initiated under Part 3 of Art. 285 of the Criminal Code of the Russian Federation - abuse of office. The investigation believes that the Ministry of Digital Development has illegally allocated budget funds in the amount of 60 million rubles under the guise of switching to domestic software under the national program "Digital Economy."[1]

Searches in abuse of power case

On February 17, 2025, U FSB Russia Po Rostov region reported that Ministry of Digital Development searches were carried out in the regional, information technology and communications. Operational measures were carried out within the framework of a criminal case initiated under Part 3 of Art. 285 of the Criminal Code of the Russian Federation - abuse of office.

According to Interfax, referring to information received from law enforcement agencies, searches were carried out at the Minister of Digital Development of the Rostov Region Yevgeny Poluyanov, as well as at his two deputies - Kirill Dyachkin and Sergei Bondarenko. According to investigators, under the pretext of switching to domestic software within the framework of the national program "Digital Economy," the ministry carried out illegal allocation of budget funds.

It was established, in particular, that the Ministry of Digital Development of the Rostov Region concluded a state contract with Electronic Office Systems (Soft) LLC for the provision of services for the provision of licenses for the right to use software with the File Editing option of the Delo electronic document management system in the amount of 59,990,000 rubles. However, in fact, a license was delivered to work with the office editor "My Office," the cost of which was more than four times lower.

Transformation into the Ministry of Digital Development, Information Technologies and Communications of the Rostov Region

According to the Decree of the Government of the RO of July 11, 2020 No. 633 "On the Ministry of Digital Development, Information Technologies and Communications of the Rostov Region," the Ministry of Information Technologies and Communications of the Rostov Region was renamed the Ministry of Digital Development,[4] and Communications[4] (from October 1, 2020).

2011: Activities of the Ministry of Information Technologies and Communications of the Rostov Region

In accordance with the Decree of the Government of the RO of December 9, 2011 No. 213 "On Approval of the Regulation on the Ministry of Information Technologies and Communications of the Rostov Region," the ministry was the executive authority of the Rostov Region, which carried out the functions of implementing state policy, providing public services and managing state property in the field of information technology[5].
