2023: Opening of the Center for Integrated Safety on the basis of the MTUSI Department

The Moscow Technical University of Communications and Informatics (MTUSI) and the Federal State Unitary Enterprise "Russian Broadcasting and Warning Networks" (FSUE RSVO) will join forces to train specialized personnel: specialists in the field of communications and informatics will be trained at a specialized center at the basic department of RSVO "Special Purpose Communication Networks" at MTUSI. 2013: Creation of a single multiservice operator "Russian broadcasting and warning networks"

On June 24, 2013, the merger of the Federal State Unitary Enterprise "Moscow City Radio Broadcasting Network" (MGRS) and the Federal State Unitary Enterprise "Radio Broadcasting Network of St. Petersburg" (RS JV) was completed. As a result, a single multi-service operator FSUE "Russian Broadcasting and Warning Networks" (RSVO) was created.

MGRS and RS JV ­ similar strategic objectives. Both enterprises are ­ developing ­ wired broadcasting networks and warning the population about chrez­vychaynykh situations - in Moscow and St. Petersburg, broadcasting state radio programs and providing sound and technical services for government ­ events. Both enterprises are subordinate to the Federal Communications Agency (Rossvyaz).[1] The Network, which will be served by the RSVO, will become the technical basis for timely notification of emergencies ­ more ­ 20 ­ million people. An important role in the decision to unite was played by the decree of the President of Russia No. 1522 "On the creation of a comprehensive emergency warning system for the population about the threat of occurrence or emergency situations." Vladimir Putin assigned this duty to the government, which by January 1, 2014 should create a comprehensive emergency warning system for the population at the federal, regional, ­ municipal ­ and ­ facility levels.

The purpose of the JV WS is to create a comprehensive notification system. This will require the implementation of a unified technical policy, since local systems of all levels must be hardware and software interfacing. That is why it is so important to create a single center with one technical platform from which you can manage all notification processes at the federal level. The reorganization of enterprises in the form of the JV JV joining the MGRS as a branch is an optimal solution from a legal and organizational point of view. The merger will give us the opportunity to significantly improve economic indicators in all major ­ areas, ­ improving the ­ quality of services.

The first stage of modernization will be launched by the beginning of 2014, when all legal issues related to the merger of enterprises will be resolved. It is planned to transfer the network management system from analog to digital, replace outdated lamp equipment with transistor. RSVO will create a technical platform for remote control over all technical systems and warning means, which will allow targeted delivery of a warning signal to certain areas of the ­ and ­ even ­ houses in St. Petersburg.

A comprehensive notification system should ensure timely and targeted delivery of information to the public. This means that wherever a person is - at home, in the office or on the street - the emergency warning signal must be brought to him without fail. In this case, the signal must be delivered on time, which will allow a person to take the necessary measures for personal safety. However, only those people should be notified, for the life and health of which emergency situations ­ ­ may ­ pose a danger.

The main directions of the technical development of the warning system provide for the use of modern communication technologies, including fiber-optic communication lines and radio access networks in those territories where there is no infrastructure of the modernized wired broadcasting and warning network. These systems have to be provided with the guaranteed power supply and are protected from unauthorized access.

The Federal Accreditation Service issued an accreditation certificate to the MGRS in the field of supervision of requirements and measures in the field of civil defense, protection of the population and territories from emergencies and ensuring the centralized transmission of warning signals and information to the population in peaceful and wartime conditions in Moscow. Participation in inspections together with the Main Directorate of the Ministry of Emergency Situations will allow us to respond in a timely manner to the needs of enterprises for the installation or repair of ­ warning systems.
