Russian quality system Roskachestvo

The Russian Quality System (Roskachestvo) is a national system for monitoring, comparative tests and confirmation of the quality of goods and services, which was created by order of the Government of the Russian Federation. Roskachestvo is designed to improve the overall quality of goods on the shelves and ensure the confidence of buyers in Russian products both in the domestic and foreign markets.

History

2022: Signing a partnership agreement with Globus Consulting

Roskachestvo and Globus Consulting (part of the Globus group of companies) signed an agreement that implies mutually beneficial cooperation in order to strengthen the expertise of both parties. 2014

In 2014, it was reported that Roskachestvo will conduct independent tests of products in various categories of goods and services (the so-called fan studies), the results of which will be published in the public domain. According to the results of these tests, the best goods will be offered to undergo voluntary certification for obtaining the Russian quality mark. Such a Quality Mark will be awarded to products of increased quality that have passed the aforementioned certification and comply with Roskachestvo standards (these standards are at the upper limit or even above GOSTs) and requirements for the level of localization (share of the cost of a product created in Russia)

The Russian quality mark will be awarded for 2 or 3 years (depending on the commercial category), after which the manufacturer must confirm its compliance with the requirements. During the period of the Sign, the company conducts scheduled annual and unscheduled inspection inspections during the year. The possibility of inspections is stipulated in the license agreement for the right to use the Russian quality mark. Certification of products for obtaining the Russian quality mark will be completely free for manufacturers, the activities of Roskachestvo are financed from the budget, which also ensures impartiality

Competencies of Roskachestvo:

• Conducting regular independent fan studies of the quality of goods and services on the Russian market. Products for testing are purchased in retail, test results are publicly presented on the resources of Roskachestvo and in the media
• Development of requirements for products that determine the increased quality and level of localization
• Award of the Russian Quality Mark of products with improved quality, based on the results of voluntary certification
• Publishing, journalistic, educational activities:
  • Information portal maintenance
  • National Journal Edition
  • Publication of the annual National Quality Report
  • Other forms of activity (seminars, conferences, etc.)

Operating principles of the Russian quality system:

• Independence. At this stage, the work of Roskachestvo is funded by the state. Roskachestvo does not sell tests, advertising, the Organization cannot have sponsors or co-branding partners (with the exception of media partners)

• Openness. The system is open to any Russian manufacturer of products included in the field of activity of Roskachestvo

• Publicity. Significant documents of the System, as well as criteria for evaluation (requirements) of products are adopted based on the results of an open discussion with the participation of representatives of leading scientific organizations, consumer communities, product manufacturers, and other expert organizations.

• Competence. We emphasize and cultivate the professionalism of employees, make high demands on the professionalism of contractors (laboratories, etc.)

• Patriotism. Roskachestvo professes "constructive patriotism." We welcome import substitution, which is not the result of administrative or customs barriers to foreign products, but the result of quality improvement

Institutions similar to Roskachestvo work successfully in developed countries, including France, USA, Germany, Austria, Australia, Finland, Latvia, etc. The creation of Roskachestvo took into account international experience, in particular, the German Institute for Quality Monitoring "Stiftung warentest," the level of confidence of the German population in which is higher than in the police, church and Red Cross. Created in 1964. In Germany, it has long become a habit before going to the store to study magazines or other sources of information about the quality of products, which allows you to make a competent choice. Over time, Roskachestvo expects to reach the same level of trust in Russia. Stiftung Warentest was funded by the government since its inception, but eventually began to publish a magazine with information about the quality of goods. Today, 680 thousand German households are subscribed to it, money for subscription makes up 85% of the annual budget of the institute, and the government gives only 15%. State financing and sale of a subscription in the case of a national quality assessment system is a guarantee of the objectivity of the organization's work. At the same time, the annual budget of Stiftung Warentest is €54 million, and this institute conducts about 200 inspections of goods and services in different categories per year.
