According to the Kommersant newspaper, the process is related to a contract concluded with the German engineering company Linde. In 2021, Ruskhimalliance, the Linde consortium and the construction holding Reneissance Heavy Industries LLC signed an agreement on the construction of a gas processing plant in the Leningrad Region. The total cost of the project was estimated at €5.9 billion, of which RusAlliance paid €1.02 billion.

Guarantees under the contract with Linde were provided by Commerzbank AG, Deutsche Bank and UniCredit Bank, but all of them refused to fulfill their obligations. Banks motivated their position by the fact that payments to a Russian company would violate European sanctions.
