The Government of the Russian Federation extended the terms for the liquidation of Rospechat and Rossvyaz until November 1

- state services for allocation, removal, modification and re-registration of numbering resources;
- state service for registration of declarations of conformity of communication means;
- Public service for the provision of information from the register of declarations of conformity;
- state service for registration of certificates of conformity of the certification system in the field of communication;
- Public services for the provision of information from the conformity certificate register;
- A government service to regulate the prices of interconnection services and traffic services provided by operators who occupy a significant position in the public communication network.
The Ministry of Digital Affairs emphasized that in order to ensure the continuity of the transfer of functions under paragraph 6 of the Regulation of Certain Issues, related to the abolition of federal executive bodies and the adoption of decisions on the transfer of certain state functions and powers of federal executive bodies, " approved by decree of the President of the Russian Federation on February 5, 2021 No. 71, form, The content of applications, instructions and recommendations for their completion shall not be modified.

2020: Putin abolished Rospechat and Rossvyaz
The President Russia Vladimir Putin signed a decree on the liquidation of the Federal Press and Mass Communications Agency Rospechat (), as well as the Federal Communications Agency (Rossvyaz). This was announced on November 20, 2020 by the Kremlin press service.
The functions of the departments will be transferred to the Department of the Ministry of Digital Affairs, which is chosen as the successor to the powers of the liquidated agencies, including obligations arising from the execution of court decisions.

Rossvyaz and Rospechat are subordinate agencies of the Ministry of Digital Affairs, together with which the ministry solves such important tasks as "building a single information space, overcoming information inequality, increasing the availability of modern communication services, supporting Russian-speaking audiences outside Russia, etc. One of the significant projects is the provision of universal communication services throughout the country, the Ministry of Digital Affairs noted.
The decree signed by Putin also obliges the government to ensure the necessary liquidation procedures, to redefine the number of employees of the Ministry of Digital in connection with the transfer to him of the functions of two liquidated departments, to ensure the continuity and resolution of all logistical and financial issues.
Changes in the management structure became part of the plans announced by Prime Minister Mikhail Mishustin to optimize the public administration system. In the course of this reform, during the first three months of 2021, 5% and 10% of posts will be reduced in ministries and their territorial divisions, respectively.[3]

2015: Rossvyaz spent 76 million on an unclaimed IT project
On June 29, 2015, the conclusions of the Accounts Chamber regarding the expenses of Rossvyaz on the revision of the information system for monitoring the contributions of telecom operators to the Universal Service Reserve became known. [5].
The agency spent 76 million rubles. to finalize the information system, however, according to the conclusion of the Accounts Chamber, the main purpose of the software is not fulfilled. In addition, auditors noted the low demand for universal services themselves.
The Federal Communications Agency (Rossvyaz) is responsible for the functioning of universal communication services; it collects 1.2% of their revenue from all telecommunications companies in the corresponding Reserve. In 2010 and 2011, Rossvyaz modernized its information system to automate the processes of collecting, storing, searching and issuing the necessary information on the performance of state functions of the agency. The project cost amounted to 76.5 million rubles.
"However, at the time of verification, the information collection process, including the introduction of information about the base for calculating deductions to the universal service reserve, was carried out manually," said Sergey Storgin, auditor of the Accounts Chamber. - Also, the task of automating the function of searching and issuing the correct information for monitoring the operators of the public communication network was not solved. Thus, the basic purpose of the information system is not fully fulfilled: with its help it is impossible to monitor the implementation by telecom operators of mandatory contributions to the universal service reserve during the reporting period. "
Rossvyaz did not agree with criticism.
"The system has a personal account that allows telecom operators to send data on their payments to the Universal Service Reserve," said department spokesman Vladimir Kalinin. - However, not all operators use this opportunity, and therefore in other cases we have to enter data manually. Now we are seeking from the Ministry of Communications to amend the regulatory framework, which would oblige operators to work with our system in order to make the process completely automatic for everyone. "
The Accounts Chamber drew attention to the problem of state debt to universal service operators. At the end of 2013, 21 operators were operating in Russia, they requested Rossvyaz to pay them 18.1 billion rubles for 2013. Rossvyaz approved payments for only 16.2 billion rubles. In the first half of 2014, these operators made requests for payment of 8.4 billion rubles to them, the agency approved payments for 7.5 billion rubles.
Rossvyaz cannot automate fees from telecom operators to the Universal Service Reserve However, funds were not paid to universal service operators: this is due to the fact that from June 1, 2014 Rostelecom became the single universal service operator, to which the funds were redirected. Prior to this, as part of a universal service, he served only payphones, while in a number of regions alternative operators did this. Most of the contracts for servicing another type of universal service - collective Internet access points (PCDs) - had Russian Post.
As a result, Rossvyaz has a debt to universal service operators in the amount of 10.9 billion rubles. In accordance with the previous decision of the government, this debt will be repaid during 2015 - 2017. Including in 2015, debt to all alternative operators totaling 1.2 billion rubles will be repaid, partially to Rostelecom and Russian Post in the amount of 2.8 billion rubles.
But, in addition to debts under the "old" contracts for universal service, the state may also have debts under a new contract with Rostelecom. Under this contract, Rostelecom should receive i16.3 billion annually. At the same time, Rossvyaz predicts that in 2015 the volume of the Universal Service Reserve will be i14.5 billion, in the future - i14.2 billion, that is, funds will not be enough.
The Accounts Chamber also drew attention to the low demand for universal services, including those associated with non-market prices for relevant services: in the Central District, the cost of calling the payphone is from 3.82 rubles. up to 10.04 rubles. per minute, while mobile operators have a price of one minute from 0.13 rubles. up to 0.81 rubles. per minute. As a result, in 2012 - 2014, the volume of services provided using universal pay phones decreased by 27.9%, and revenues from them fell by 42.8%. Volume with the help of the PCD also fell by 66.8%, and income from them by 67.3%.
In this regard, the auditors of the joint venture questioned the ambitious project to eliminate the "digital inequality": in accordance with the aforementioned contract with Rostelecom, it is planned to conduct backbone fiber-optic communication channels with an access speed of at least 10 Mbps to all settlements with a number of inhabitants from 250 to 500. The Accounts Chamber fears that these services will also not be in demand.
Rossvyaz expressed confidence in the compliance of tariffs for the use of universal pay phones at the market level. And the tariffs for working with the PCD have not changed for several years and have become higher than those of other telecom operators. But in accordance with a recent government decree, the maximum level of tariffs for working with the PCD was reduced from 0.04 rubles/MB in the European territory of Russia to 0.66 rubles/MB in the territory of Chukotka, and over the next few months Rostelecom will have to bring its tariffs in line with these limits.
2004-2012
Rossvyaz was established in 2004 to provide public services in the field of telecommunications. Initially, the department had a large range of powers, but in 2007 it lost the most "interesting" of them: the issuance of radio frequency permits, the holding of competitions for the provision of services, etc., were given to Rossvyazokhrankulture, which was later succeeded by the Federal Service for Supervision of Communications, Information Technology and Mass Communications (Roskomnadzor).
In 2011, Valery Bugaenko died, who headed Rossvyaz since 2007. After that, Deputy Bugaenko Sergey Malyanov became the head of the department, but he was not appointed permanent head. Recently, Malyanov resigned. The last month acting head of Rossvyaz was Vladimir Shelikhov. At the same time, market participants assumed that Rossvyaz would be abolished, and its functions would be transferred to Roskomnadzor.
