Alyokhin Aleksei Vitalievich

Aleksey Vitalievich Alekhine is an expert in digital transformation, data management and government information systems.

He went from a technical specialist in the field of state automated system "Vybory" to the head of the digital development department of the federal ministry. Over 25 years of work in IT, he has implemented full-cycle projects - from the technical operation of critical federal systems to the creation of TASED and digitalization management at the level of the Ministry of Education and Science of Russia (according to information as of November 2025).

Biography

Education

Physicist by first education (NNSU named after Lobachevsky, theoretical physics).

He graduated from the programs: MBA (RANEPA, 2009), Advanced Master in Public Strategy (Skolkovo, 2021). He went through programs for the development of single-industry towns (Skolkovo, 2017), management skills (RANEPA, 2017), client centrism (RANEPA, 2024) and information security.

Career

2023: Deputy Director of the Department of Digital Development at the Ministry of Science and Higher Education of the Russian Federation

Since November 2023, he headed the Department of Digital Development at the Ministry of Science and Higher Education of the Russian Federation (Acting Director, Deputy Director), where he coordinated several parallel tracks: the development and maintenance of state information systems, the transfer of systems to the GosTech platform, data management and the creation of analytical materials for the Government of the Russian Federation.

2013: As a member of the boards of directors of companies with state participation

In 2013-2018. was a member of the boards of directors of companies with state participation (Rosimushchestvo), including in the position of chairman of the boards of directors. He has experience in leading the regional executive body.

2009-2010: Head of the Strategic Outsourcing Association

In 2009-2010, he headed the NP Strategic Outsourcing Association (ASTRA), developing the IT outsourcing market in Russia and building the country's integration into the global service market. He defended his MBA diploma on the topic "Sourcing Strategy."

He worked in consulting, specializing in investment and IT projects. He held dozens of strategic sessions and forays at the federal and regional levels.

2002-2010: Working in IT integrators

In 2002-2010 worked in large IT integrators, where he conducted automation projects on ERP systems (SAP, Axapta, Parus), was engaged in business analytics and the development of outsourcing areas. He managed large-scale projects with the transfer of more than 1000 specialists to the company's staff.
