Biography

Andrei Sinichkin graduated from the Leningrad Suvorov Military School in 1978, and the Ryazan Higher Military Command School with honors in 1982. In 1998 - Military Academy of Communications named after S.M. Budennogo.

In 2008-2010, he studied at the Academy of National Economy under the Government of the Russian Federation under the MBA Information Management (CIO) program.

From 1982 to 1995 he served in parts of the Far Eastern Military District. In 1993-1995 he served as commander of the military communications unit. In 1998-2003 he served in the institutions of the Ministry of Emergencies of Russia.

In 2003-2005, he worked at Russian Utility Systems OJSC, where he headed the Information Protection Department, and then the Information Systems and Technology Department.

In 2005, he worked at Strategic Business Systems. Reserve Colonel, Honorary Radio Operator of the Russian Federation.

From July 2011 to May 2013 he was an adviser to the general director at RU-COM.

In 2013-2014 worked as CEO of Optima Services.

From September 2014 to April 2021, Andrey [1], Head of the IT Services Management Department of Russian Post[2].

2023

Defendant in a criminal case

As TAdviser found out in February 2023, another person involved, Andrei Sinichkin, appeared in the criminal case of Sergei Emelchenkov, the former Chief information officer of Russian Post. The database of the courts of general jurisdiction of Moscow states that it takes place in the case under the same article of the Criminal Code of the Russian Federation that Sergei Emelchenkov - Art. 286, part 3, p. C (abuse of office with causing serious consequences)[3].

A source familiar with the details of the criminal case told TAdviser that Andrei Sinichkin is a former colleague of Sergei Emelchenkov in the Russian Post. He served as the head of the IT services department and quit after a criminal case began in 2020.

According to the interlocutor of TAdviser, Andrei Sinichkin was a witness in this criminal case throughout the investigation, but shortly before the end of the investigation his status changed.

The investigation was completed at the end of 2022. And in February 2023, the case of Sergei Emelchenkov was transferred to the Simonovsky District Court of Moscow - at the location of the Russian Post. In this court, it will be considered on the merits.

As of the end of February, the date of the first court session has not yet been set.

Sergei Emelchenkov, we recall, is accused of abuse of office when concluding and amending a state contract (details of the criminal case here). In 2021, the former Chief information officer of Russian Post was released from house arrest, under which he was as a preventive measure, and in the spring of 2022 he was appointed general director of the IT company Zyfra.

Start of criminal trial

As TAdviser found out, on April 26, 2023, the Simonovsky District Court of Moscow began consideration on the merits of a criminal case in which the accused are Sergei Emelchenkov, former deputy general director for IT and development of digital services at Russian Post, and his former colleague Andrei Sinichkin, who worked at Russian Post, head of the IT services management department.
