Biography

Vladimir was born on February 18, 1948 in Moscow.

He studied at school number 150.

In 1972 he graduated from the Faculty of Automation and Computer Engineering of the Moscow Power Engineering Institute.

In 1981 he defended his thesis for the degree of candidate of technical sciences in the field of programming, at the Institute of Management Problems of the USSR Academy of Sciences.

In the 80-90s, he studied and trained at the headquarters of the largest world and European computer companies.

From 1975 to 1983 he worked as a senior engineer of the department for the scientific organization of labor and automation of management work of the affairs of the USSR State Planning Commission

In 1983 and until 1991 he worked as an instructor, consultant to the General Department of the Central Committee of the CPSU.

From 1992 to 1994 he was an employee of the Presidential Administration.

1994: General Director of Electronic Office Systems

In 1994, Vladimir Balasanyan created and headed the Electronic Office Systems company as general director.

2008: Participation in the EDO project

In 2008, the government apparatus was tasked with moving to electronic document management between the government and federal departments as soon as possible. According to Vladimir Balasanyan, the EOS was addressed as consultants.

2012: Putin's support for a regulatory framework for remote work

On February 17, 2012, Russian Prime Minister Vladimir Putin held a meeting in Novosibirsk on improving the effectiveness of public administration with the help of IT. 2018: Participation in the working group on the development of requirements for the SED of state authorities

2020: Member of the Expert Council on Russian Software

December 1, 2020 Ministry of Digital Development, Communications and Mass Communications of the Russian Federation approved the updated composition of the Expert Council on. Since 2013, EOS representatives Vladimir Balasanyan and Natalya Khramtsovskaya have been members of the Expert Council on Improving Electronic Document Management in State Authorities under the Ministry of Communications of Russia. In addition, since February 1, 2018, Vladimir Balasanyan has been a member of the working group on the development of requirements for electronic document management systems of state authorities, created by a joint order of the Ministry of Communications and the Federal Archive.

Author of dozens of articles and books in the field of information technology and programming, member of the Guild of Documentation Managers.

The star (coordinates 295.61532; -12.92754) in the constellation Sagittarius is named after Balasanyan.
