Biography

Kovalchuk Boris Yuryevich was born on December 1, 1977 in Leningrad (now St. Petersburg). Father - Yuri Kovalchuk, chairman of the board of directors of Rossiya Bank, a longtime associate of Vladimir Putin. In 1999 he graduated from the Law Faculty of St. Petersburg State University.

From 1999 to 2006 he worked as a legal consultant to FSUE TsNII Granit (later - JSC Concern Granit-Electron). The company develops, manufactures and supplies telecommunication equipment and information systems for large companies and ministries of Russia. In 2003-2006, in parallel with this, he was a member of the audit commission of Rossiya joint-stock bank, the founder and ex-chairman of the board of directors of which is his father Yuri Kovalchuk.

2006: Head of the Department of Priority National Projects in the Russian Government

Since 2006 - Assistant to the First Deputy Prime Minister. From Russia Dmitry Medvedev 2006 to 2008, he headed the department of priority national projects of the Russian government.

2009: Deputy General Director of Sergey Kiriyenko at Rosatom

In April - November 2009 - Deputy General Director for Development of Rosatom State Corporation Sergei Kiriyenko. In June 2009, in parallel with this, he joined the board of directors of Inter RAO UES (later Inter RAO). November 26, 2009 Boris Kovalchuk was appointed acting Chairman of the Board of the company.

2010: Chairman of the Management Board of Inter RAO

Since June 2010, Boris Kovalchuk served as chairman of the board of Inter RAO, since May 2019 he combined him with the post of general director. In February 2024, at a meeting with Russian President Vladimir Putin, Boris Kovalchuk said that over the years of his work, from 2009 to 2023, Inter RAO's revenue under IFRS increased from 68 billion to 1.35 trillion rubles, and operating profitability (EBITDA) - from 11 billion to 180 billion rubles.

2024: Chairman of the Accounts Chamber

On March 15, 2024, it became known about the appointment of Boris Kovalchuk as deputy head of the control department of the presidential administration of Russia. The tasks of the unit include monitoring and checking the implementation of the decisions of the president by federal and regional authorities, as well as monitoring the implementation of program documents, including presidential messages to the Federal Assembly.

Mr. Kovalchuk is under sanctions from the United States, the EU and Britain. Member of the Board of Trustees of St. Petersburg State University and the Supervisory Board of the CSKA Hockey Club (Moscow). He was awarded the Order of Honor and Friendship.

In May 2024, he was appointed chairman of the Accounts Chamber.
