Biography

Andrey Burlutsky was born on November 15, 1979 in Orenburg.

In 2002 graduated from the Orenburg state university majoring in "The software of ADP equipment and automated systems".

In a year of the termination of the university worked as the software engineer in management of communication and information science of branch of Orenburgneft company.

In 2002-2006 was a lead engineer in "The regional technical center".

In 2006-2008 held a position of the department director in Tbinform branch of TNK-BP group, and in 2008-2009 in the same place - a position of the chief manager.

In 2009-2012 was the director of one of departments of "Information and Technology Service Company" (ITSC).

Sibur

In 2012 Burlutsky passed to work into Sibur. Till 2015 he took a position of the head of the "IT Infrastructure and Services" and "Operation of IT Solutions" directions in the company. Since May, 2015 worked as the CEO of the IT-Service company which is a part of Sibur and being IT service provider for all enterprises entering into petrochemical group.

In August, 2016 TAdviser knew that Andrey Burlutsky was appointed the director of information technologies of the Sibur group. Told the edition the source close to the company about it. Burlutsky combined the management of an IT block in the petrochemical company with management "IT service".

In this position Burlutsky replaced Pavel Klepinin heading an IT block in Sibur. Klepinin continued career at a similar position in child structure of Sibur - NIPIgazpererabotka. Transneft

Andrey Burlutsky will hold a position of the Chief information officer of Transneft, TAdviser in July, 2020 told the source close to the company. Transneft confirmed this information. Burlutsky's candidacy on a post of the director of the department of information technologies "the companies is approved, but at a new position he did not get to work yet", the adviser to the president of Transneft Igor Dyomin told TAdviser.

Oleg Kapitulov worked at a post of the head of department of IT since June, 2012 in Transneft. The company did not specify when he left it. The main projects of this organization in 2019 were connected with document flow, storage and data transmission, management, security and finance. For example, it performed work on replication of a corporate information system of personnel management in the organizations of Transneft, development of an automated system of control of industrial security.

Among large projects in which Transneft was engaged in the first quarter 2020 development of a corporate data network for creation of the unified information system (UIS) is registered, follows from the quarterly report of the company. The project provides construction of a trunk fiber line of communication with a total length more than 9 thousand km. and 340 antenna and mast constructions of communication. Project completion is planned in 2025.

Besides, Transneft, in particular, performed development and replication of a corporate information system "Budget planning and the reporting", creation of automated information system of measurement of quantity and oil quality figures.
