In January 2020, the Governor of the Orenburg Region Denis Pasler signed a number of decrees on appointment to the post. Dmitry Vecherenko, Acting Deputy Director - Head of the Regional Informatization Department of the Information Technology Department of the Orenburg Region, has been appointed to the post of First Deputy Minister of Digital Development and Communications of the Orenburg Region.

2024: Appointment as the head of the Ministry of Digital Development of the Orenburg Region
In mid-September 2024, Dmitry Vecherenko was appointed the new head of the Ministry of Digital Development of the Orenburg Region instead of Denis Tolpeikin, who was dismissed of his own free will. Tolpeikin has been in the position of Minister of Digital Development and Communications of the Orenburg Region since December 2019, that is, almost from the moment Denis Pasler became the governor of the region.
According to the press service of the Ministry of Digital Development of the Orenburg Region, under the leadership of Denis Tolpeykin, the department created an ecosystem of digital services in the region. The projects became winners of federal competitions. The project "Universal Card of a Resident of the Orenburg Region" was marked by the gratitude of the Director General of the National Payment Card System and was recognized as the most technological in the country - the experience was transferred to 20 regions. Tolpeikin himself was thanked by the Association of Commercial Banks of Russia]] "For his contribution to the development of the Russian banking system."[1]
