Biography
Denis Tolpeikin was born in 1985. Graduated with honors from Orenburg State Agrarian University with a degree in Finance and Credit, received an auditor's certificate after studying at the Financial Academy under the Government of the Russian Federation. Holds an ASSA Diploma in International Financial Reporting.
As a student, he began working as an accountant at Orenshal. After graduating from the university in 2006 and until 2010, he worked at the audit company BDO Unicon Sova. He conducted an audit of enterprises of various forms of ownership, as well as an audit of banks in various regions.
Then he worked as head of the lending department of various commercial banks in the Orenburg region. Since 2012, he worked at Bank Orenburg, where he went through a career path from head of the mortgage and retail lending department to first deputy chairman of the board and member of the board of the bank.
In 2017, he was appointed chairman of the board of Rus Bank (OIKB Rus), a regional bank, the main owner of which is the government of the Orenburg Region.
Since 2017, he has also been a member of the Board of Directors of Sistema Gorod, which manages the regional system for processing utility bills, and a member of the Board of Directors of Orenburg Regional Electronic Card (OREK).
2019
Head of the IT Department of the Orenburg Region
On July 16, 2019, Denis Tolpeikin was appointed acting Director of the Information Technology Department of the Orenburg Region, indicated on the website of the regional government. The head of the region set Tolpeikin the task of implementing all areas of the national program "Digital Economy."

Among the priority projects within the framework of this task is the unification and implementation of such areas as Smart City, Electronic Government, and remote services. Another direction is the creation of a regional application of public services by analogy with the corresponding federal application. It will collect all services - from paying for housing and communal services to making an appointment to the clinic or a child in kindergarten.
In our area there are qualified specialists who create products at the highest competitive level. The introduction of all directions for the national project "Digital Economy" is aimed at improving and convenience of life of residents of our region, - Denis Tolpeikin emphasized. |
Before Denis Tolpeikin, the IT department of the Orenburg region was headed by Igor Zasinets. The regional government does not report on his future fate.
Earlier, in March 2019, the head of the region changed in the Orenburg region: Denis Pasler was appointed interim governor .
Minister of Digital Development and Communications of the Orenburg Region
On December 10, 2019, by the Decree of the Governor of the Orenburg Region, he was appointed Minister of Digital Development and Communications of the Orenburg Region.

For the period from January 1, 2021 to December 31, 2021, the family income of the Minister of Digital Development and Communications of the Orenburg Region Denis Tolpeikin amounted to 5.95 million rubles.
