Vladimir Dubovoy was born in 1971. Graduated from Plekhanov Russian Academy of Economics, in 2001 became the graduate of MIPK REU of G.V. Plekhanov in "Business valuation and intellectual property". Since 1993 − the master of the Chisinau university in the field of economic journalism.

In 2007 Vladimir founded the company US Information Technologies, Inc. representing to the USA the business interests of developers and software suppliers from Russia, Ukraine, India, China, Brazil, etc. to USInTech is the sorsingovy company working with corporations in the USA in the field of identification in the world market of reliable and competent IT service providers in key categories: ERP-consulting, mobile solutions, creation of DPCs and corporate IT infrastructure, information security, custom software development.

In 2008, working in EPAM Systems company, Vladimir created and directed practice of system programming and software developments with the open code, at the same time working on large deals in the field of implementation of ERP systems, including contracts with Gazprom and other Russian and foreign companies.

Since 2011 Vladimir Dubovoy − vice president of the Optima Group and managing director of subsidiary company of group, Optima Software. Signed direct contracts with the Russian companies of oil and gas and insurance sectors and also with the companies working in the field of electronic health care. Directing work more than 300 IT specialists, Vladimir cooperated with general and Chief information officers of the leading resource-extraction enterprises, insurance companies and banks.

Till December, 2013 Vladimir Dubuque-oak held a position of the deputy CEO of IT group, the vice president of Optima Group and the managing director of Optima Software company. Has experience of implementation of outsourcing projects in IT in an oil and gas sector, bank and insurance spheres and also in the market of FMCG. In particular, with its direct participation the large-scale project on an output in outsourcing of service of field engineers of TNK-BP company, the complex project of support of the user places of Zurich insurance company and other projects was implemented.

Vladimir Dubuque-oak also took different positions in company PriceWaterhouse Coopers, Aspect Software, and in structures of the World Bank (the international financial institution created for financial and technical assistance to developing countries).

The Russian office of Accenture company announced in December, 2013 Vladimir Dubuque-oak appointment to a position of the sales director of practice Resources and the advisor to director general of Accenture in Russia. On this post he was responsible for project implementation in the field of IT in an oil and gas sector. Vladimir Dubuque-oak supervised interaction with state corporations, the energy industries larger companies, participated in formation of business strategy of further expansion of business of Accenture in Russia and the CIS.

In March, 2015 in the Perm IT company "Prognoz" the curator of projects in the USA was replaced. Instead of Vladimir Eskin Vladimir Dubuque-oak will direct this direction now. He is appointed the Deputy CEO and ^[1] the vice president of Prognoz Corporation (American "subsidiary" of Prognoz)^[2].

Besides, Vladimir is a member of the supervisory board of the Californian company Agriya Mobiliti working in the field of mobile technologies with representations in the USA, China, India, Korea and Poland.
