Biography
Born September 4, 1981 in the city of Perm.
Education
Higher education: in 2004 he graduated from Perm State University with a degree in Geography. Fluent in English.
Career
He began his career in 2000 as a programmer at a federal state enterprise, then for two years he headed KONSORT LLC.
In 2004, he headed the rationing and environmental expertise department of TDK-9 OJSC.
In 2005, Makar Andreevich switched to public service.
In 2008, by order of the Governor of the Perm Territory, he was appointed head of the Staff of the Government of the Perm Territory.
In March 2012, he retained his post in the government, which was headed by Mikhail Antonov. And in June 2012, when Viktor Basargin became chairman of the government, he resigned.
Then he headed the Department of the Government of the Russian Federation for the formation of the Open Government system.
2019: Acting Director of the Research Institute "Sunrise "
On February 7, 2019, the FSBI Research Institute Voskhod, a subordinate enterprise of the Ministry of Digital Development, Communications and Mass Communications of the Russian Federation, announced the appointment of Makar German as acting director. He replaced Dmitry Starovoitov, who continued to work as first deputy director for innovative development.
On April 2, Minister of Digital Development, Communications and Mass Communications Konstantin Noskov signed an order extending the powers of Makar German as acting director of the Voskhod Research Institute until July 1, 2019, TAdviser was informed in the Voskhod Research Institute.
The appointment of a director in state institutions is based on the results of the competition. The FSBI Research Institute "Sunrise" specified to TAdviser that the powers of an acting official by order or other act of a state agency are no different from the powers of a person appointed in the established manner to such a position. However, there are some differences in the legal consequences of the appointment of a director or acting director.
For example, there are differences in the consequences for the founder and the institution. The founder who appointed someone acting director instead of director does not conclude an employment contract or contract with this person, as defined by the Labor Code of the Russian Federation. Instead, a person who has already entered into an employment contract with an institution is given additional powers. However, additional restrictions and additional responsibility do not correspond to such additional powers. So, the acting director of the institution is not fully subject to the restrictions established by the law on civil service for officials in respect of the absence of foreign citizenship, accounts and property abroad, conflicts of interest and a number of others that are mandatory for the director.
Also, in an employment contract with a person who is subsequently assigned the duties of a director, additional measures of liability of the director to the institution cannot be determined, for example, for achieving certain performance indicators. Such liability under labour law may arise only from a director appointed in accordance with the established procedure.
