2024: Extension of arrest on charges of demanding a monthly bribe of 1 million rubles from an IT company
In early December 2024, the Basmanny Court of Moscow extended until January 20, 2025, the arrest of the former acting deputy governor of Sevastopol, Yevgeny Gorlov. He is a defendant in a criminal case on receiving a bribe from a representative of Sevastopolgaz.
Gorlov served as acting Deputy Governor of Sevastopol from January 10, 2023 to August 5, 2024. Among other things, he oversaw such areas as housing and communal services and fuel and energy complex, maintenance of territories, environmental protection, waste management, as well as the design and placement of landscaping facilities.
According to investigators, at the end of 2023, Gorlov demanded a bribe from a representative of PJSC Sevastopolgaz and Digital Technologies LLC for "helping to ensure timely payment and repayment of debts under concluded contracts with subordinate institutions, as well as for general patronage." The official estimated his services at 1 million rubles a month. In particular, according to the case file, Gorlov demanded that the victim transfer a bribe of 6 million rubles to him in six months. In early August 2024, the man turned to the FSB of Russia in the Republic of Crimea and the city of Sevastopol, after which a criminal case was initiated.
According to TASS, referring to information received from the lawyer of ex-official Alexander Karabanov, Gorlov refused to participate in the appeal. His defense in the Moscow City Court said that there were no real grounds for electing the defendant a preventive measure in the form of arrest, since the investigation did not provide the court with factual evidence of the guilt of the former official, and in the case "red tape and delaying the investigation were allowed."
The Governor of Sevastopol, Mikhail Razvozhaev, by his decree dismissed Gorlov in August 2024, noting that "any manifestation of corruption at any level will be punished."[1]

Admission of guilt in accepting a bribe from an IT company
On January 27, 2025, it became known that the former acting deputy governor of Sevastopol, Yevgeny Gorlov, pleaded guilty to receiving a bribe from PJSC Sevastopolgaz and Digital Technologies LLC for general patronage. The Basmanny Court of Moscow extended the arrest of Gorlov for three months - until April 20, 2025.
According to TASS, the alleged intermediary in the transfer of a bribe to Gorlov in the amount of 6 million rubles is Maxim Larin. The latter previously worked in the Security Service of Ukraine (SBU) and was put on the wanted list there for high treason. After the referendum in 2014, Larin moved to the service of Russian law enforcement agencies, and in 2020 he retired, continuing to work in a construction organization.
Eduard Tretyak, chairman of the board of directors of PJSC Sevastopolgaz, sent a statement of extortion to law enforcement agencies. According to the investigation, Gorlov demanded that the businessman give him 1 million rubles a month through Larin for helping to ensure timely payment and repayment of debts under concluded contracts with subordinate institutions. As a result, Gorlov and Larin were detained: the first was charged with committing a crime under Part 6 of Art. 290 of the Criminal Code of the Russian Federation (receiving a bribe on an especially large scale), the second - a charge of mediation in bribery.
According to TASS, searches were carried out in the case, examinations were appointed, the interrogation of witnesses and defendants, as well as confrontations, is planned. Gorlov's defense believes that the investigation unreasonably filed a petition to extend his preventive measure - the court ruling will be appealed. The defendant's lawyer claims that his client did not commit violent crimes and embezzlement from the state budget. In addition, the defense draws attention to the fact that Gorlov has three dependent children and elderly parents.[2]
The state prosecution requested 12 years in prison in the case of bribes from an IT company
At the end of November 2025, it became known that the state prosecution requested 12 years in prison for the former acting deputy head of Sevastopol, Yevgeny Gorlov. He is a defendant in a criminal case on bribes on an especially large scale.
According to the investigation, Gorlov demanded money from the representative of Sevastopolgaz (transferred to the state property of the region) and Digital Technologies for helping to ensure timely payment and repayment of debts under contracts concluded with subordinate institutions, as well as for general patronage. According to the materials of the case, which was initiated on August 25, 2024, the official from December 2023 demanded 1 million rubles a month from the businessman. Later, the investigation believes, Gorlov asked the victim for a bribe in the amount of 6 million rubles for six months. Upon receiving this money, the ex-deputy governor of Sevastopol was detained.
The defendant's lawyer, Alexander Karabanov, told TASS that the prosecutor, during the debate of the parties in Sevastopol, asked Gorlov to be sentenced to 12 years in prison with a maximum security colony with a fine of 360 million rubles, which is equivalent to 60 times the amount of the bribe. At the same time, the defense asks the court, when sentencing, to take into account mitigating circumstances, the active participation of the defendant in the investigation of the criminal case, admission of guilt and confession.
Earlier, on request Prosecutor General's Office RUSSIAN FEDERATION , in order to ensure the execution of the sentence, in terms of collecting the fine, a security arrest was imposed on the property of Gorlov's relatives, including his sister's real estate, a Hummer car and his mother's assets, including land and residential buildings in the Rostov region and Alushta. The total amount of property is about 52.7 million rubles.[3]
Sentence - 9.5 years in prison for bribes from an IT company
On November 28, 2025, the court convicted in a criminal case against the former acting deputy governor of Sevastopol, Yevgeny Gorlov. He received nine and a half years in prison for bribery.
According to the materials of the criminal case, Gorlov demanded money from a representative of Sevastopolgaz and Digital Technologies for helping to ensure timely payment and repayment of debts under contracts concluded with subordinate institutions. The official was detained in August 2024. As established by the investigation, he received a bribe in the amount of 6 million rubles through an intermediary - a local resident Maxim Larin.

Gorlov was charged under Part 6 of Art. 290 of the Criminal Code of the Russian Federation - taking a bribe on an especially large scale. The state prosecution requested 12 years in prison for him with a fine of 360 million rubles (60 times the amount of the bribe). Having considered the materials provided, the Leninsky District Court of the city of Sevastopol sentenced Gorlov to 9 years and 6 months in prison with serving a sentence in a maximum security correctional colony. In addition, a fine of 120 million rubles was imposed on him. Gorlov is also prohibited from holding certain positions in the civil service and in local governments for 10 years. The court sentenced the intermediary in the transfer of Larin's bribe to seven and a half years in prison in a maximum security penal colony.[4]
