Biography

Doctor of Technical Sciences, Professor[1]. In 2004 he defended his thesis on the topic "Topological models of information operations in sociotechnical systems: an aspect of regional security," and in 2011 - his doctoral dissertation on the topic "Information operations and attacks in distributed sociotechnical systems: modeling of implementation and counteraction."

He worked at the Voronezh State Technical University, the supporting university of the region, at the Department of Information Security Systems. The university's website says that this department actively cooperates with departments and commercial organizations on the training of specialists in the field of information security: these are territorial units of the FSB of the Russian Federation, the GRU, the Ministry of Internal Affairs, the FSTEC, the Sozvezdiye Concern, the Voronezh Region Administration, Sberbank, Megafon, Rostelecom, etc.

For about 10 years he was engaged in information security in the Department of Communications and Mass Communications of the Voronezh Region. He held the position of head of the information security and technical information protection department, and later - the position of the first deputy head of the department.

He was a member of the information security commission under the governor of the Voronezh region.

In 2018, he also acted as head of the Department of Communications and Mass Media of the Voronezh Region after the departure of the head of the department, Ilya Sakharov.

Later he went to work at Rosstat as the head of the department of information resources and technologies. The agency's website states that the department participates in the development of changes to the departmental digital transformation program, is engaged in the creation and development of information systems, communication channels of Rosstat and performs a number of other tasks.

2020: Deputy Head of Rosstat

On September 7, 2020, Prime Minister Mikhail Mishustin signed a government order appointing Grigory Ostapenko as deputy head of Rosstat. Earlier, in March, Ostapenko, as a candidate for the CDTO (Chief Digital Transformation Officer) position, took part in a meeting with Mikhail Mishustin with CDTO and other candidates for the CDTO position in federal departments.

Rosstat's development strategy until 2024 involves the introduction of digital technologies into the work of the department. One of the largest projects in the framework of digital transformation is the creation of a digital analytical platform for the provision of statistical data, which should become a single window for the collection, processing and distribution of data for all users and collectors of statistics.

Among the components of the platform are a single repository of primary statistics, a register of forms of statistical observation and statistical indicators, a register of respondents and a tool for automated formation and maintenance of a federal statwork plan.

And in 2021, Rosstat faces the challenge of conducting the first digital population census. The head of Rosstat Pavel Malkov in July 2020 noted that it will become unique in terms of the scale of use of modern technologies. As part of the census, the department plans to experiment with big data processing technologies. Citizens will have the opportunity to pass the census on their own - through the portal of public services or, for example, in the MPSC. Scribes instead of the traditional paper sheet, which was previously filled manually, will have an electronic tablet.

In June 2022, Ostapenko Grigory Alexandrovich was dismissed from the post of deputy head of the Federal State Statistics Service at his request[2].

2021: 39th place in the IT industry in terms of income and 56th in terms of the cost of personal cars

For the period from January 1, 2021 to December 31, 2021, the income of the family of Grigory Ostapenko amounted to 14 million rubles. Personal income - 13,447,813 rubles, spouse income - 629,173 rubles[3].

The total average estimated cost of cars in the family amounted to 7.5 million rubles[4].
