Biography

Rifat Khannanov graduated from Kazan State Technological University in 1998 with a degree in engineering in automation of technological processes and industries. In 2001 he graduated from Kazan State Technological University with a degree in Economics and Management at the Enterprise. In 2010, he graduated from the Academy of National Economy under the Government of the Russian Federation under the MBA program "Innovative and Project Management."

From 1998 to 1999 - service in the armed forces of the Russian Federation.

From 1999 to 2002, he worked as a computer operator, an engineer in the Tatneftegaz department at TATNEFT, and from 2002 to 2007 he was a leading engineer of the information and computing center in the TATNEFTEGAZPERERABOTKA TATNEFT department.

In 2007-2008 he was a sales manager of the Kazan branch of the Siberian Internet Company.

2014-2020: Work in IT management of Kazan Executive Committee

From 2008 to 2014 - Deputy, First Deputy Head of the IT and Communications Department of the Executive Committee Kazan - Head of the Informatization Department. In 2014, he took the post of head of this department.

Under the leadership of Rifat Khannanov, work was carried out on the implementation of the Digital Municipality municipal program, which is aimed at translating municipal services into digital form, developing electronic services, forming a single information and telecommunication space of the Kazan executive committee, organizing video surveillance in public spaces, apartment buildings, parks and squares, improving safety at social facilities.

2020: Transition to work for the federal government

In March 2020, the chief architect of the digital platform of the Center for Digital Transformation of Tatarstan Anton Taraev, who previously served as the first deputy head of the IT and Communications Department of the Kazan Executive Committee, became Dmitry Chernyshenko's assistant.
