Khokhlov Yury Evgenyevich is the chairman of Council of directors of the Institute of Development of Information Society (IDIS). Independent director and board member of the Kazakhstan state Infocommunication holding "Zerde" and Greek company Intracom Telecom. Manager of the IRIO Basic department of Plekhanov Russian Academy of Economics.

Career

Yu.E. Khokhlov graduated from mekhaniko-mathematical faculty of the Kazan state university in 1976. The beginning of its labor activity is connected with the Kazan state university, the Donetsk state university, Mittag-Lefflera Shvedskoy Institute of academy of Sciences and Royal Institute of Technology, Mathematical institute of V.A. Steklov of RAS, Institute of applied mathematics of M.W. Keldyscha RAHN.

From 1982 to 1988 Yu.E. Khokhlov directed group of creators of the software package modeling development processes of large-scale gas deposits of Western Siberia. In the early nineties he became one of founders of the Russian Federal Property Fund (RFPF), in 1993-95 under its management the information system of the Russian Federal Property Fund which is also used by the Russian humanitarian scientific fund was created.

In 1994-95 Yu.E. Khokhlov took active part in formation and implementation of the interdepartmental program "Scientific Network of Computer Telecommunications for Science and the Higher School" (Ministry of Science and Technology, the Ministry of Education, RAS, the Russian Federal Property Fund). In 1996-97 under its management the program of information technology implementation in the Russian state library where he worked as the associate director was developed. For implementation of this program financing of the Commission of the European communities within the TASIS Program was selected. In 1999-2000 he was one of ideologists and developers of the interdepartmental program for digital libraries for 10 ministries and departments of Russia.

In 1996 Yu.E. Khokhlov began to deal with problems of development of information society actively. He was a member of the Supervisory board of the draft of the infoDev Program of the World Bank "Development of national dialog about policy in the field of telecommunications in Russia" (1997). Together with a number of leading specialists in the field of telecommunication, information science, information policy, library science, high-performance computing and education created in 1998. Institute of development of information society - the country's first independent research and service organization which is professionally dealing with problems of information society. Is the chairman of the board of directors of Institute.

In 1999-2001 Yu.E. Khokhlov was the chairman Sektsii of information technologies of International Federation of Library Associations and information institutes (IFLA). Was a member of the International jury of the Global Challenge of Bangemann program (1999) and the Stockholm Call (2000-2005) program, the member of the supervisory board of the European project "DELOS-Network of digital libraries", the member of presidium of the Virtual university of Europe and Central Asia, the chairman of Expert advice of Partnership for development of information society in Russia. Electronic Russia (2002-2010)" and also the vice-chairman of a tender committee of tender of the Ministry of Economic Development of the Russian Federation "The best region in the field of ICT" was the chairman of expert advice of the Ministry of economic policy and development of the Russian Federation in regional tenders FTP ". Besides, in 2002-2005 Yu.E. Khokhlov was a coordinator of Regional network for Europe and Central Asia of the Target group of the UN on ICT.

In 2000-2010 Yu.E. Khokhlov actively participated in project implementation "The Russian portal of development", was a technology project coordinator. From 2001 to 2012 performed functions of the chairman of Expert advice and was a member of the Supervisory board of Partnership for development of information society in Russia (PRIOR).

In 1999-2000 took part in preparation of the concept of the Development strategy of information society in Russia, and in 2007 - Development strategies of information society in the Russian Federation.

From April, 1998 to December, 2001 Yu.E. Khokhlov was the chairman of public expert advice of the Moscow City Duma in the "Information, Informatization, Communication, Telecommunications and Television" direction. Since April, 2002 headed public expert advice of the Moscow City Duma on development of information society.

On an initiative and with Yu.E. Khokhlov's participation in 2000-2001 the Concept of the movement of Moscow to information society was developed (it is approved as the Mayor of Moscow in July, 2001). By request of the Moscow City Duma and the Government of Moscow the Institute of development of information society together with the mentioned public expert advice of the Moscow City Duma in 2000-2001 on an initiative and with active participation of Yu.E. Khokhlov drafted the Law of the city of Moscow No. 52 "About information resources and informatization of the city of Moscow", accepted by the Moscow City Duma on October 24, 2001.

In 2000 by request of DEPIR and MKNT under the leadership of Yu.E. Khokhlov works on development of a methodological basis of integration of information systems of Moscow were performed. In 2001 by request of MKNT under the leadership of Yu.E. Khokhlov offers on a normative and legal regulation of activity of the Moscow Mosgortorgi electronic trading system on purchase (sale) of goods and services were developed for the state needs. In 2001-2002 by request of DEPIR and DNIPP under the leadership of Yu.E. Khokhlov the draft of the city target program "The Comprehensive Program of the Movement of Moscow to Information Society" is developed (Electronic Moscow).

In 2000 Yu.E. Khokhlov became the corresponding member of the Russian engineering academy, and in 2004 was elected the academician on the section "Information Systems, ADP and Electronic Equipment, Communication and Telecommunications".

In 2009-2012 – the deputy manager of expert advisory group of Council at the President of Russia for development of information society. Member of expert advice "Future of the government" World Economic Forum. Since 2010 on N / in – the coordinator from Economic and social council of the UN of the C7 "Electronic Government" direction of the action plan on implementation of solutions of the World summit on information society.

In 2012-2014 worked in AFK "Sistema" as the investment director, in 2013-2014 was also the president of VAO "Intourist". At the same time remained the chairman of the board of directors of IRIO.

In November, 2014 headed new division of Institute of development of information society - Directorate on management of architecture of the large systems.

The author of several monographs and manuals and also more than 200 articles in scientific magazines and media.
