Biography

2001-2007: Frontstep CIS
From 2001 to 2007 he worked at the consulting company Frontstep CIS CJSC "" (representative office Infor in the CIS), where he went from a junior consultant to deputy director for consulting. 2008: Chief information officer
In February 2008, he joined Avtodiesel, (part of the GAZ group) as director of information technology, in 2011 he was appointed director of the Power Units division, which includes 3 enterprises and 2 trading houses.
The modernization of the IT economy began with the development and protection of a strategy based on the optimization of business processes (through the independent implementation of ITIL-ITSM). The result of this work is a decrease in the number of IT personnel by 52%, to 48 people, while increasing labor productivity, increasing transparency and quality of services. Along the way, significant work was carried out to update the IT infrastructure, business applications and the implementation of teamwork tools.
The construction of the new plant was YaMZ-530 very interesting. It was greenfield, the entire IT infrastructure was built here, support for IT services and business applications was launched, business systems of the PDM, MES, ERP class were successfully implemented, etc. It is a pity that it was not possible to launch the Infor ERP Ln implementation project, and politics also prevented the crisis. Or there could be a better introduction of Baan in the post-Soviet space. But it was possible to very vigorously implement PDM in 100 days, - Klepinin recalled later. |
The management of the anti-crisis project to reduce the cost of products produced by the plant (diesel engines) stands out, as a result of which the direct production cost was reduced by 14%, and the plant emerged from the 2008 crisis as an effective and competitive enterprise.
2013: Work at Sibur
In the petrochemical holding "Sibur" Pavel Klepinin worked as the head of the regional direction, responsible for the development and implementation of the IT strategy at more than 30 enterprises of the holding.

Subsequently, he was appointed Director of Information Technology of the Sibur Group. Klepinin worked in this position until mid-2016.
After that, he continued his career in a similar position in Sibur's subsidiary, NIPIGAZreprocessing, which is building a gas processing plant for Gazprom in the Amur Region. A source close to Sibur told TAdviser in August 2016 that instead of Pavel Klepinin, Andrey Burlutsky, general director of Sibur's IT-Service subsidiary, should be appointed IT Chief information officer, which later happened.
2019: Director of Tsifrum
As it became known to TAdviser in December 2019, Pavel Klepinin was appointed director of Tsifrum, a member of Rosatom State Corporation.
Tsifrum was created in April 2019 in the form of a private institution. Rosatom calls it a reference company and one of the key resources of the digitalization unit, focused on the implementation of a single digital strategy of the state corporation. The strategy includes several priority areas:
- digitalization of the main internal processes and functions of the corporation;
- development and launch of Rosatom digital products on the market, for example, the Logos software package for engineering calculations.
- participation of the state corporation in the development of the digital economy, in particular - the creation of innovation centers for end-to-end technologies.
An important element of a single digital strategy is cooperation with other large companies and corporations working on the development and implementation of digital technologies, educational institutions, IT market companies, etc.
In the contour of more than 300 enterprises, the huge volume of projects and "digital" initiatives on the ground, and without clear coordination, prioritization and organizational changes, it is extremely difficult to go together to a single goal. Tsifrum operates under the control of the Rosatom digitalization unit headed by Ekaterina Solntseva and the digital transformation department of the state corporation, which reports to it and is headed by Marina Avilova. These two units control the implementation of Rosatom's unified digital strategy.
The company explained that the digitalization block is a collection of resources of the director for digitalization. These resources include the transformation department, Tsifrum, RuSat - Digital Solutions, DIT.
Rosatom told TAdviser that "RuSats are digital solutions," in particular, is more focused on the development of sales markets and promotion for Rosatom's digital products. Also in the state corporation there is a company "Greenatom." This is essentially a "strong and powerful" operational "contractor" of the state corporation for various important functions - from IT to HR. But they actively interact and work together to implement a unified digital strategy, the representative of the state corporation added in a conversation with TAdviser.
Pavel Klepinin, as the head, was tasked with ensuring the effective management of Tsifrum to achieve maximum efficiency in implementing digitalization programs within the framework of Rosatom's unified digital strategy, the company told TAdviser.
Sergei Popov, who was previously the director of Tsifrum, now leads the most important area for the development of digital twins in this company, the state corporation added.
