Was born on May 7, 1970 in Saratov.

1992: SGTU

In 1992 graduated from Saratov Chernyshevsky State University in "chemistry".

1998: Gosstandart of Russia

During the period from 1998 to 2002 worked at executive positions in territorial authorities of Gosstandart of Russia (in 2004 it is transformed to Federal Agency for Technical Regulation of Metrology), on industrial enterprises.

2001: Saratov City Council

In 2001 it was elected the deputy of the Saratov City Council.

2002: Work in the field of housing and public utilities and energy industry

From 2002 to 2011 held executive positions at the enterprises of housing sector and fuel and energy complex.

2001: Ministry of Energy of the Russian Federation

Since 2011 works in the Ministry of Energy of the Russian Federation. Held a position of the associate director of Department of energy efficiency, upgrade and development of energy industry.

On May 26, 2014 it is appointed the director of the department state of power policy of the Ministry power engineering specialists RUSSIAN FEDERATION.

On October 19, 2020 the Ministry of Energy of the Russian Federation announced Alexey Kulapin's appointment the new CEO of Federal State Budgetary Institution Russian Energy Agency (REA). Before he headed department of the state power policy of the Ministry of Energy.

As reported in the Ministry of Energy, with the assistance of Alexey Kulapin documents of strategic planning - the Doctrine of energy security, the Energy strategy of the Russian Federation were updated and also the forecast of scientific technology development of branches of the energy industry and the actions plan for development in the country of hydrogen power engineering are developed.
