Biography

Born July 16, 1950 in the village of Kalinovka, Yartsevsky district, Smolensk region.

In 1971 he graduated from the Leningrad Higher Military-Political School of Air Defense (existed until 1992).

2024: Victim of phone scammers

In early June 2024, it became known that the ex-deputy governor of the Smolensk region, Nikolay Kuznetsov, had become a victim of telephone fraudsters. The attackers managed to lure 6.5 million rubles from him.

Until April 2023, Kuznetsov worked as deputy governor and was responsible for information security in the region. In the administration, he oversaw procurement, information technology, as well as state and municipal services. According to him, the IT sphere is changing rapidly, and literally every month new standards and solutions appear. After the dismissal, Kuznetsov said that he remained to work in the regional administration as an expert adviser.

The Telegram channel Baza reported fraudulent actions against Kuznetsov, citing its own sources. It is said that the attackers contacted the ex-deputy governor of the Smolensk region on May 29, 2024, informing him that his savings were allegedly under threat, and the money needed to be urgently transferred to a "safe account." The criminals managed to convince Kuznetsov that his funds were in danger.

After that, the official interrupted his vacation in Crimea and went to Anapa and Novorossiysk, where the "safe" payment terminals indicated by the criminals were located. Through them, he transferred savings in the amount of 6.5 million rubles to the accounts of telephone fraudsters, and then returned to Crimea. Soon after, Kuznetsov realized that he was a victim of cybercriminals, and wrote a statement to the police. As of June 4, 2024, there is no information on whether law enforcement officers managed to identify the identities of the attackers.[2]
