2021: Appointment as Head of the Department of Health and Pharmacy of the Yaroslavl Region

On November 23, 2021, Oksana Piklun officially headed the Department of Health and Pharmacy of the Yaroslavl Region instead of Vasily Tubashov. Prior to that, she acted as chief physician of the Gavrilov-Yamsky Central District Hospital.

The official reason for the resignation of Vasily Tubashov from the post of head of the Department of Health and Pharmacy of the Yaroslavl Region has not been named. According to the publication "76.ru," the dismissal may be due to the dissatisfaction of the leaders of the region with the work of the local health care system.

The questions concerned both emergency medical care and broken tomographs, which were not repaired for months. On many issues at working meetings, Tubashov could not formulate an adequate position and propose solutions to problematic issues and often did not fully own the situation, a source in the Government of the Yaroslavl Region told the portal.

Vasily Tubashov himself refused to comment on the departure, but clarified that he wrote a statement of his own free will.

According to "76.ru," 41-year-old Oksana Piklun worked as a pharmacist for most of her life, even engaged in the meat trade for a short time. Having moved to the Yaroslavl region, she took a leadership position in one of the district hospitals in the region, where her work was quickly noticed. Oksana Piklun was awarded an honorary diploma of the governor of the Yaroslavl region and an honorary diploma of the head of the Rostov municipal district.[1]

House arrest appointment by court in overcharging case

At the end of March 2022, the Gavrilov-Yamsky District Court of the Yaroslavl Region sent Oksana Piklun under house arrest for two months. The former head of the regional health department is charged under Part 4 of Art. 160 of the Criminal Code of the Russian Federation (appropriation committed on an especially large scale).

At the end of March 2022, the prosecutor's office of the Yaroslavl region commented on the criminal case of the former official. Law enforcement officers conducted an audit based on media materials about violation of the law when calculating wages to the leadership of the Gavrilov-Yamsky Central District Hospital, where Piklun used to work.

It was established that in January - November 2021, in violation of the requirements of the law, the acting chief physician of the hospital charged herself unreasonable and overestimated bonuses and surcharges for duty on weekends and holidays. At the same time, she was not present during the "duty" at the workplace, and could not be a doctor on duty due to the lack of appropriate education, - said the regional prosecutor's office.

They also indicated that, despite the revealed violations, medical assistance to citizens was provided to the required extent. The progress and results of the investigation of the criminal case were put under control by the acting regional prosecutor Dmitry Chumak.

On March 15, 2022, Oksana Piklun officially resigned as deputy director of the Department of Health and Pharmacy of the Yaroslavl Region, and before that she headed the department. Piclun was transferred to the post of deputy, since at that moment she was on sick leave, that is, she could not be dismissed. The official herself does not agree with the resignation.

Arrest of accounts and Mercedes car on charges of awarding himself bonuses

In August 2023, the Gavrilov-Yamsky District Court of the Yaroslavl Region seized the bank accounts and the Mercedes car of the former director of the regional health department Oksana Piklun. This was reported by the newspaper Kommersant.

The ex-official is accused of illegally assigning herself incentive payments in 2020-2021, when she acted as chief physician of the Gavrilov-Yamsky Central District Hospital. In total, according to the investigation, Piklun illegally received more than 1.1 million rubles. Consideration of the criminal case and civil claim in court began on August 21, 2023.

According to the indictment, in the period from July 2020 to November 2021, when the defendant temporarily acted as the chief physician of the state institution of the Yaroslavl region "Gavrilov-Yamskaya Central District Hospital," she organized the publication of orders on the basis of which she was charged compensation and incentive payments to wages. As a result of the actions of the defendant, the health care institution suffered material damage in the amount of over 1.1 million rubles, the Yaroslavl Regional Court reported.

If Oksana Piklun is proven guilty, under this article she could face up to 10 years in prison. It is known that the ex-head of the Department of Health herself denies the accusations against her.

Earlier, the first deputy prosecutor of the Yaroslavl region, Dmitry Chumak, told the 76.RU portal why the security forces were generally interested in the activities of Piklun.

By August 23, 2023, Oksana Piklun is under house arrest. This preventive measure has been repeatedly extended.[3]

Sentence - 3 years suspended for bonuses to herself

On December 1, 2023, the Gavrilov-Yamsky District Court of the Yaroslavl Region sentenced Oksana Piklun to probation with a probationary period of three years, with the deprivation of the right to hold senior positions in state and municipal authorities for a period of two years. The former head of the Department of Health of the Yaroslavl Region was found guilty of embezzlement of someone else's property on an especially large scale, committed using his official position (part 4 of article 160 of the Criminal Code of the Russian Federation).

According to the prosecution, Piklun, being the head of the Gavrilov-Yamsky Central District Hospital, in 2020-2021 organized the publication of orders, on the basis of which she was charged with compensation and incentive payments to her salary. It was reported that she charged herself "unreasonable and overestimated" bonuses and surcharges for duty on weekends, but Piklun was absent from the workplace these days, and she could not act as an on-duty doctor, since she did not have the proper education, investigators indicated. The damage amounted to more than 1.1 million rubles. The prosecution asked for her five years in prison in a general regime colony. The court limited itself to a suspended sentence, and also satisfied the civil claim of the prosecutor - over 1.1 million rubles were recovered from the defendant in compensation for damage from the crime.

According to the publication 76.ru, the dismissal of Oksana Piklun from the post of director of the Yaroslavl Department of Health was not without scandal: after a series of publications in the media about awards and scandals in district hospitals, she was simply not allowed to work in the department. She was replaced by the director of the Yaroslavl Central City Hospital Sergei Lugansky, who remains in office by early December 2023.

In parallel with Piklun, her military husband was put on trial. He was found guilty of deforestation in the Yaroslavl region using his official position. Ilya Piklun got off with a fine.[4]
