Olga Kolotilova was born in Moscow in 1963.

In 1985 she graduated from the Gubkin Moscow Institute of Petrochemical and Gas Industry, Faculty of Chemical Technology with a degree in radiation chemistry. In 2005, she underwent professional retraining at the Russian Academy of Public Administration under the President of the Russian Federation under the program "Legal Support of a Market Economy."

2021: Detention in connection with suspected major fraud
On May 20, 2021, it became known about the detention of Olga Pokidysheva, deputy head of the pharmaceutical industry development department of the Ministry of Industry and Trade, and Olga Kolotilova, the former head of this department. They are suspected of major fraud.
According to TASS in the Basmanny Court of Moscow, there was a petition for the arrest of Pokidysheva and Kolotilova. The investigation asks to arrest the women until July 19, 2021. The detainees are accused under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud on an especially large scale). The details of the case were not disclosed by May 20, 2021.
The Ministry of Industry and Trade of the Russian Federation provides the investigation with all the necessary assistance and provides the requested documents. The circumstances will be established during the investigation. In accordance with the decision of the investigation, the Ministry of Industry and Trade of Russia was recognized as the injured party in the initiated criminal case, the department said. |
According to TASS, by May 20, 2021, Kolotilova is working as deputy governor of the Nizhny Novgorod region. Her detention is not related to her activities in the region, the official representative of the governor of the Novgorod region Nikolai Shestakov told the agency.[1]
2023: Charge of embezzlement of 450 million rubles during the implementation of the state program
In December 2023, the Tagansky District Court of Moscow began consideration of the case against the ex-head of the Department for the Development of the Pharmaceutical and Medical Industry of the Ministry of Industry and Trade of the Russian Federation Olga Kolotilova and the former deputy head of this department Olga Pokidysheva, as well as their alleged accomplices. They are accused of embezzling 450 million rubles.
According to Kommersant, the ex-officials assisted pharmaceutical companies in obtaining state contracts, but the conditions for them were not fulfilled, and budget funds were stolen.
The investigation began in the fall of 2020 after an audit of the Accounts Chamber, which revealed shortcomings in the implementation of the state program aimed at stimulating the domestic pharmaceutical market and creating new drugs. At the same time, investigators did not find valuable gifts and large sums in the case of the defendants.
According to the investigation, the initiator of a possible fraud is the ex-president of the water polo, synchronized swimming and diving federations Alexei Vlasenko. Allegedly, with the help of extensive ties in government agencies in 2013, he decided to make money on the program of the Ministry of Industry and Trade and the Ministry of Health. It is believed that Vlasenko turned to the controlling Pharmdiskaveri Vladimir Zubkov with a proposal to help defeat the company in the competition for participation in transfers for the purchase of drugs. As a result, having agreed with the co-founders of the company Vladimir Novakovsky and Artem Vashurov, Zubkov allegedly agreed to the proposal.
Novakovsky was found guilty of especially large-scale fraud (part 4 of article 159 of the Criminal Code of the Russian Federation) and sentenced to four years and five months in a general regime colony. The newspaper notes that even at the stage of the investigation, the businessman pleaded guilty and entered into a pre-trial agreement, so the court took only three meetings to consider the case materials against the co-owner of Farmdiskaveri.[2]
2024: Sentence - 8.5 years in prison for embezzlement of ₽450 million in the implementation of the state program
The Tagansky District Court of Moscow sentenced Olga Kolotilova, the former head of the department for the development of the pharmaceutical and medical industry of the Ministry of Industry and Trade, to 8.5 years in prison for stealing ₽450 million allocated for the implementation of the Pharma-2020 state program on December 26, 2024.
RBC According to her deputy Olga Podkidysheva received a similar term, and the former adviser to the President of the Olympic Committee Russia Alexei Vlasenko, who acted as an intermediary, was sentenced to 7 years in prison.
The former general director of the Pharmdiskaveri group companies Elmira Zubkova received 6.5 years, and the ex-general director of the group Artem Vashurov - 6 years and 10 months in prison. Each of the convicts was fined ₽1 million.
According to the materials of the case, Kolotilova and Podkidysheva, holding positions in the Ministry of Industry and Trade, lobbied for the conclusion of contracts with the Farmdiskaveri group, co-owned by businessman Vladimir Zubkov, who died during the proceedings.
Contracts worth ₽450 million related to the purchase of unprocessed drugs abroad for their subsequent revision in Russia. The Company has not fulfilled its obligations under the contracts.
All defendants were charged under Part 4 of Article 159 of the Criminal Code of the Russian Federation (fraud as part of an organized group or on an especially large scale), which provides for punishment of up to 10 years in prison.
The court also ordered the convicts to jointly pay the Ministry of Industry and Trade ₽482,6 million. The state program "Pharma-2020," within the framework of which the theft was committed, was approved by the government in 2014 and extended until 2024 in order to develop the domestic pharmaceutical industry.
The program was aimed at creating in Russia its own pharmaceutical production, capable of providing the domestic market with the necessary drugs.[3]
