In April 2021, Vasily Osmakov was appointed First Deputy Minister of Industry and Trade of the Russian Federation. The corresponding order was signed by Prime Minister Mikhail Mishustin.
Previously, he held this position. Sergey Tsyb He left, Ministry of Industry and Trade but his new place of work in the department was not named.
A source close to the Ministry of Industry and Trade told Interfax that Tsyb was moving to Rostec. He will be responsible for supporting state programs in the field of pharmaceuticals, medical equipment and health care, he said. The state corporation itself does not comment on this information by April 15, 2021.
In his new position, Vasily Osmakov will deal with the regulation, development and licensing of the pharmaceutical industry, while continuing to oversee import substitution issues. Sergey Tsyb was responsible for the activities of the Departments for the Development of the Pharmaceutical and Medical Industry, Strategic Development and Corporate Policy, as well as for the protection of state secrets.
In addition, in April 2021, Mikhail Mishustin appointed two directors of the departments of the Ministry of Industry and Trade Alexei Uchenov and Vasily Shpak as deputy ministers of industry and trade.

Leaving the post of first deputy head of the Ministry of Industry and Trade
The first deputy head of the Ministry of Industry and Trade Vasily Osmakov was relieved of his post in connection with the transfer to another job. The corresponding order was signed in October 2025 by Prime Minister Mikhail Mishustin. Who will take the post of first deputy head of the Ministry of Industry and Trade instead of Mr. Osmakov is still unknown.[2][3]
Appointment of Deputy Defense Minister of the Russian Federation
Vasily Osmakov became the new Deputy Minister of Defense of Russia. In October 2025, he was presented by the head of the Ministry of Defense Andrei Belousov. In this position, he replaced Colonel-General Alexander Fomin, who resigned. On the website of the Ministry of Defense, Fomin is among the deputy heads of the department and there is no Osmakov.[4][5]
