Biography

Sergey Ruchyyov graduated from the Moscow state technical university (MIPT) in the "Systems Analysis and Management" direction in 2010.

Acted as one of founders of the company "We will translate.Py" which within strategic integration with ABBYY company received the name ABBYY Lingvo Services.

2020: Public representative for infrastructure city projects and digital integration

On February 18, 2020 Sergey Ruchyyov became the capital public representative for infrastructure city projects and digital integration. He is the founder and the managing partner of the Smart Country platform, the chief executive of ANO Rating Agency of Project Evaluation of Digital Economy and also holds a position of the adviser to the chairman of the board of directors of the Moscow technopark of Fiztekhpark and the vice president for digital integration of the Russian association of cryptoeconomy, artificial intelligence and a blockchain (RAKIB). Is a strategic partner and the consultant of a pool of technology projects. Consists in business club of Atlanta.

Ruchyyov became a link between entrepreneurs and the city authorities in projects of city infrastructure and digital transformation. He was a part of chamber of public representatives at the business ombudsman of Moscow. In the Ruchyyov's competence there are questions connected with the innovation approaches in development of the urban environment and integration into it of modern digital technologies.

Social navigation, telemedicine, smart retail, intelligent dialogue systems are points of the most perspective development of the city. And that is quite natural, is engaged in this development private business. Sometimes it faces barriers, often because of lack of information on rules of work of the state mechanisms intended for similar integration, unskilled officials or in the form of other administrative barriers which do not allow to implement conceived fully. My task – to promote elimination of these barriers and to protect the business rights — Ruchyyov commented on the appointment.

Integration of high technologies into public life of the city, according to Ruchyyov, should become a priority task for municipalities.

I see the task not only in work with requests of entrepreneurs. It is also not less important that entrepreneurs knew about the rights and opportunities of participation in the projects of municipal and private partnership directed to creation and development of the comfortable circle of city new generation — Ruchyyov concluded.
