2019: Presentation at the TAdviser conference "Import Substitution: A Real Experience"
On February 20, 2019, Stanislav Korchivoy took part in the main part of the Import Substitution 2019: Real Experience conference organized by TAdviser, an expert center on state and business automation in Russia, as well as in a panel discussion with the participation of representatives of state authorities, state corporations, software companies, Software Developers Associations (ARPP), members of the Software Expert Council.
The Chief Inspector of the Accounts Chamber made a brief report on the effectiveness of measures to import substitution of software purchases for state and municipal needs (taking into account the results of the expert and analytical activities of the Accounts Chamber in 2018) and the prospects for import substitution of software in the state and corporate sector.
The panel discussion discussed the current state and prospects for achieving the indicators of import substitution of software in the Russian Federation, including in the context of the national projects "Digital Economy," "Digital Healthcare," as well as the most acute problems of import substitution in the public sector of the economy, both from the industry and from state customers.
Among the problems of import substitution, the human factor was still one of the main ones, formed taking into account more than 10 years of experience in implementing foreign software, which significantly influenced the formation of user preferences, educational standards, training practices, included in the educational processes of secondary, vocational and higher education and, as a result, the lack of the necessary qualifications of market participants, both on the part of state customers and on the part of developers, integrators and operating organizations.
The list of the main problems of the participants in the state order noted the opacity of the procedure for excluding/including software in the Unified Register of Russian Programs. State customers and copyright holders noted the imperfection of the Register, including low information content and the lack of methodological information about the best implementation practices. At the same time, interest was noted in the proposals of the Accounts Chamber on the introduction of a self-regulation mechanism, for example, at the level of software developer associations, as well as changes in the principle of entering software suppliers into the Register in the status of a confirmed participant with certain obligations in terms of maintenance, maintenance, pricing (reference prices).
The conference participants expressed a high level of interest in the further participation of the Accounts Chamber in monitoring and strategic audit of the events of the national program "Digital Economy."
