Was born on October 26, 1960 in the village of Gore Hem of the Belgorod region.

In 1983 graduated from the Highest naval engineering school of F.E. Dzerzhinsky (since July, 2009 - Military institute (naval polytechnical) - branch of "The military of educational scientific center of Navy "Naval academy of a name of the Admiral of the fleet of the Soviet Union N.G. Kuznetsov").

From 1983 to 1996 served on submarines of the Pacific fleet.

Since May, 2015 - the Head of Department of the Ministry of Defence of the Russian Federation on providing the state defense order.

It is awarded with the Orders of Alexander Nevsky, Honour, F.F. Ushakov's medal and other medals.

Winner of an award of the Government of the Russian Federation (2010) and State award of a name of the marshal G.K. Zhukov (2015), Candidate of Technical Sciences.
