Biography

Since 2015, Vladimir Alekseev worked at the MHIF as head of the department of information and analytical technologies. With his participation, the federal and territorial CHI funds were involved in the implementation of the national program "Digital Economy of the Russian Federation" and, above all, in the federal project "Digital Public Administration," as well as in the national project "Healthcare" in terms of competence.

Alekseev said that in 2011-2015. information resources and ICT infrastructure were created, designed to automate the main areas of activity in the field of compulsory medical insurance at the federal and regional levels, which are combined into the state information system (GIS) of the compulsory medical insurance. And in the period from 2016 to 2018, the experience of informatization of a number of areas of activity in the field of compulsory medical insurance ensured the possibility of forming an up-to-date structure of GIS of compulsory medical insurance, construction, operation and further development of the infrastructure supporting GIS of compulsory medical insurance.

Director of the Department of Digital Transformation and Strategic Development in the Ministry of Sports

As TAdviser found out in July 2021, Vladimir Alekseev headed the Department of Digital Transformation and Strategic Development in the Ministry of Sports.

A TAdviser source, well acquainted with the internal "kitchen" of the Ministry of Sports, says that the personnel reshuffle took place as part of a reorganization, as a result of which two departments of the department were merged - digital transformation and strategic development and the implementation of federal programs. Separately, both of these structural units were previously quite small.

The first of these departments was previously headed by Anastasia Romas, and the second by Sergei Smirnitsky. The further fate of both of them in the Ministry of Sports could not be promptly clarified.

A TAdviser source also says that against the background of restructuring, the team of the now merged department has been significantly updated. Some of the employees who were offered new positions with demotion in the Ministry of Sports during the merger did not want to stay. But some decided to leave the department for other reasons. For example, someone came to work at one time under the leadership of the Deputy Minister of Sports of Andrei Selsky, who was then in charge of digitalization, and after his departure in April 2021, he also preferred to leave the ministry.

And of those remaining after the reorganization, for example, Anton Baranov, who took the position of deputy director in the joint department. Previously, according to TAdviser, he worked in the Department of Strategic Development and Implementation of Federal Projects.

Be that as it may, all former employees in the department dispersed in an amicable way, the interlocutor of TAdviser claims. Now it is necessary to complete the transfer of cases to the updated team.
