Vladimir Yablonsky was born in Moscow.
He graduated from the Moscow Institute of Transport Engineers (MIIT) with a degree in computer systems engineering. Candidate of Economic Sciences. Awarded the prize of the President of the Russian Federation.
From 1993 to 2011, Vladimir Yablonsky worked in the Department formations of Government. Moscow Under his leadership, work was carried out to informatize educational institutions, develop a telecommunications network, modernize the vocational education system based on modern technologies, create a system of career guidance for children, and improve the qualifications of personnel in the field of IT.
In August 2011, Vladimir Yablonsky joined the Agency for Strategic Initiatives, where he took the post of director of the Social Projects department.
In 2019-2021, he worked as Deputy Chairman of the Board of the Fund for Supporting Children in Difficult Life Situations.
