2023: Hundreds of thousands of customers' data leaked

At the end of February 2023, it became known about the leakage of data from the Agency for Strategic Initiatives (ASI). According to the Telegram channel "Information Leaks," a full MySQL dump of the website database of a non-profit organization (asi.ru) has been posted for free access.

The publication says the file dates back to August 14, 2022. It contains a table with the following lines (we are talking about 44,933 registered users):

  • FULL NAME;
  • email address;
  • telephone;
  • login;
  • hashed (MD5 with "salt") password;
  • address;
  • place of work and position.

According to the Telegram channel "Information Leaks," later another source posted another dump of the PostgreSQL database on one of the forums, presumably all from the same site asi.ru. This file includes more than 571 thousand lines, including data such as full names, phones and email addresses. According to the data format, the second dump is similar to unloading from the CRM system, the administrators of the Telegram channel noted.

On February 27, 2023, Roskomnadzor announced that it would conduct an audit in connection with information about a possible leak of data from users of the Agency for Strategic Initiatives website. According to the law on personal data, the operator must notify Roskomnadzor within 24 hours from the moment of leakage. As of 12:00 on February 27, 2023, ASI did not report the incident to Roskomnadzor, the department added. The ASI did not provide any comment by the end of February 2023.

On March 1, 2023, Order of Roskomnadzor No. 178 entered into force, which contains a specific method for assessing harm to a subject when personal data is leaked by their disclosure and other violations in this area. Previously, this was not in the legislation. The trigger for the changes was a wave of incidents related to loud and large-scale data leaks[1]

2021: Creation of a digital laboratory

2015:10 billion rubles for the "National Technology Initiative"

On September 25, 2015, it became known about the allocation of 10 billion from the federal budget rubles for the National Technology Initiative (NTI) program, covering a wide range of areas. According to the Agency for Strategic Initiatives (ASI), which will dispose of the prescribed funds, they, in particular, will go to the development of unmanned vehicles, aircraft and sea transport, the development of personal medicine, artificial components of consciousness and psyche, safety systems for personal production of food and water, as well as distributed power.

The directions were chosen on the basis that the volume of each of the listed markets on a global scale should exceed $100 billion by 2035. Among the projects that the NTI will cover, it is worth noting the development of an unmanned truck led by Kamaz. According to the representative of the Kama Automobile Plant Oleg Afanasyev, the money raised from the federal budget will be used to create a prototype of a self-driving car, the total cost of which can be 17-18 billion rubles. The share of state financing in this project is not specified.

According to Dmitry Peskov, director of the Young Professionals direction of ASI, in 2016 the budget financing of the National Technological Initiative will be distributed mainly in four areas:

  • AeroNet (unmanned aerial vehicles),
  • AutoNet (self-driving cars),
  • MariNet (unmanned maritime transport) and
  • NeuroNet (distributed components of consciousness).

At the same time, Peskov did not rule out that "mature projects" from other areas can also receive part of the investment.[2]

According to the National Technical Initiative program, by 2025 a Russian programming language will appear and a completely secure connection will be provided, and by 2035 even teleportation-based data transmission may become a reality (the idea of ​ ​ developing teleportation was popular in the USSR and stalled along with its collapse).

2013: Creation of the IIDF

2012

ASI receives 500 million rubles for 3 years

On August 9, 2012, it became known that the Agency for Strategic Initiatives (ASI) will receive funding from the budget in the amount of 500 million rubles for three years[3] for[3].

As a result of this work, it is expected Russia to be able to rise in the Doing Business ranking from 120th to 20th place by 2020. However, by this time ASI had only put forward ideas for improving the investment climate.

14 areas of activity and structure are defined

The Russian media criticized the creation of the agency: in particular, the Kommersant newspaper wrote that ASI would have to independently look for its "application, financing and meaning of existence," since its goals and methods of work were not spelled out quite clearly.

According to the charter, the Agency carries out its activities in 14 priority areas:

  • promoting the initiation and promotion of socially significant projects of medium-sized businesses, including in the social sphere;
  • promoting initiatives to improve the entrepreneurial climate, helping to overcome barriers in the development of medium-sized businesses, including in the social sphere;
  • ensuring the dissemination of the best practices for supporting entrepreneurship, including in the social sphere, in the constituent entities of the Russian Federation;
  • promoting the implementation of projects and initiatives to improve the image of medium-sized businesses;
  • creation and development of the Agency's regional network (branches and representative offices) on the basis of direct interaction with the business community;
  • providing information support for the activities of medium-sized businesses;
  • promoting the development of a system of professional certification of employees;
  • supporting professional associations in order to create professional standards (qualification requirements);
  • development of mechanisms to ensure long-term support for young professionals and recommendations for improving the system of secondary and higher vocational education;
  • assistance in the development of a system for forecasting promising needs for specialists for medium-sized businesses and new modern forms of education;
  • assistance in the development and promotion of young professional collectives implementing socially significant projects, and intensification of entrepreneurial activity in the social sphere;
  • promoting the development of forms of support for projects and initiatives in the social sphere, including using targeted capital and other financial instruments;
  • interaction with public organizations, development institutions and the expert community;
  • other areas ensuring achievement of the goals of the Agency's activities.

In accordance with these priority areas, three main areas of activity were identified in the ASI structure:

  • "New Business" - providing support to young talented entrepreneurs, director of the direction - Avetisyan Artem Davidovich.

  • "Young Professionals" - the creation and support of professional associations and associations of employees, director of the direction - Dmitry Nikolaevich Peskov.

2011: Order of Prime Minister V. Putin on the creation of the agency

The autonomous non-profit organization "Agency for Strategic Initiatives to Promote New Projects" was created in pursuance of the instructions of the Chairman of the Government of the Russian Federation V.V. Putin dated May 17, 2011 No. VP-P16-3168 (paragraph 15) and dated May 27, 2011 No. VP-P13-3511.

By order of the Government of the Russian Federation dated August 11, 2011 No. 1393-r, a decision was made to establish the Agency, the charter of the Agency and the composition of its supervisory board were approved.
