Kirill Zalessky was born in 1980 in Minsk.

Education

In 2002 he graduated Moscow State Institute of International Relations (majoring in international relations). Ministries of Foreign Affairs Russia

Career

2002-2011

In 2002-2008 he worked as the third secretary, the second secretary of the Embassy of Belarus in the Republic of Korea.

In 2008-2011 he was the first secretary, adviser to the Asia department at the Ministry of Foreign Affairs of Belarus.

201-2018

In 2011-2016 - Advisor to the Embassy of Belarus in the Republic of Korea.

In 2016-2018 - Head of the Department of Africa, Deputy Head of the Department of Africa and the Middle East of the Ministry of Foreign Affairs.

2018-2023

2018-2023 - Head of the Department of Public Information and International Cooperation, Deputy Director of the State Institution "Administration of the High-Tech Park."

In 2023, he was appointed deputy head of the state institution "Secretariat of the Supervisory Board of the High-Tech Park."

2025: Appointment as Minister of Communications and Informatization of Belarus

In early March 2025, President of Belarus Alexander Lukashenko appointed Kirill Zalessky as the new Minister of Communications and Informatization of the Republic. In this position, he replaced Konstantin Shulgan, who headed the ICT department since August 2018.

Before becoming Minister of Communications and Informatization of Belarus, Kirill Zalessky served as Deputy Head of the High-Tech Park.

Belarus today has a very developed IT sector. We need to look at where we need to strengthen the benefits of this sector to solve some pressing practical problems within the country. Accordingly, in this context, we will build further work, "Zalessky said, commenting on his appointment to the post of ICT Minister of the Republic.[1]
