The national catalog is an important component of a national system the digital markirovkichestny Sign which protects consumers from a counterfeit, smuggling and a counterfeit. For the first time, the catalog will collect information about all products on the Russian market. Each product name will have its own unified profile, which will also store permitting and accompanying documentation necessary, for example, for the sale of drugs and animal products.
The Fair SIGN system excludes the appearance of doubles of goods at all stages of product movement:
- Bona fide manufacturers apply a digital code protected by domestic cryptotechnologies on their goods;
- The entire path of the goods along the supply chain is controlled;
- When the goods are withdrawn from circulation, their legality is confirmed at the online cash desk using a fiscal accumulator;
- The fiscal drive synchronizes the data of the marking system and the National Catalog and does not allow selling illegal products.
The national catalogue will work with government classifiers and systems:
- COMMODITY NOMENCLATURE OF FOREIGN ECONOMIC ACTIVITY
- OKPD 2
- OKVED 2
- KTRU
- GS1
The operator and investor of the catalog is the CPDT, which forms the methodology and structure of the catalog data.
2020: Creation of a single register of goods
In early November 2020, it became known about the creation of a single register of goods in Russia. Consumers will be able to receive data about them in the Honest Sign application using a barcode. The national catalogue on the inventory of data on goods on the Russian market is launched by the Center for the Development of Advanced Technologies (CRPT).
The first stage of the inventory includes the collection of primary minimum data on goods and manufacturers, then, as updated, the composition of the information will expand.
The initial analysis of the collected data showed that the description of consumer goods, firstly, is in various databases - both registrars and market participants, secondly, it contains a heterogeneous, non-standardized composition of information - often there is no data on products according to the classification of VED and OCPD 2, as well as current descriptions of properties, composition, etc.
By the beginning of November 2020, joint work is underway with the largest resources, new partners from this segment, as well as participants in the turnover of goods, join the project monthly. Project partners work with their counterparties to update data, and the National Catalog consolidates and analyzes the data received.
Providing quality master data becomes the starting point for the functioning of most digital and offline services.
This work will help standardize data and convey to the end user up-to-date information about goods - first using the Honest Sign mobile application, which recognizes barcodes when scanning, and in the future the National Catalog database can be used as a hub for master data on consumer goods (FMCG) to build any digital services and collect market analytics and statistics.[1]
