2020: Development of a system for monitoring counterfeit goods
November 11, 2020 it became known about the creation in Russia of a system for monitoring the turnover of counterfeit products. The corresponding draft government order was approved by the state commission, said the head of the Ministry of Industry and Trade Denis Manturov.
The approaches laid down in the concept will be implemented by the specially created National Scientific Center of Competencies in the field of illicit trafficking in products, of course, with the direct participation of both federal and regional authorities, he said. |
According to Manturov, by November 11, 2020, the Ministry of Industry and Trade began to create a comprehensive system for assessing the situation with illegal trafficking in all commodity groups and the results of measures taken by the state. It is assumed that the technology will help to get the most reliable picture in various industries, both throughout Russia and in certain regions. In addition, the measures being implemented will make it possible to make targeted focused decisions in the field of countering illegal trafficking in products, Manturov said.
At the same time, as before, we assume that the measures applied by the state should in no case create an excessive burden for bona fide market participants. And they could more than compensate for the costs incurred due to revenue growth, the minister said. |
According to the Ministry of Industry and Trade, by November 2020, the share of illegal products in the main commodity groups of the consumer market ranges from 15% to 40% - these are tobacco products, alcohol, clothing, mineral water, children's toys and others. Lost budget revenues from non-payment of VAT as a result of the turnover of illegal products amount to 500 billion rubles a year, the volume of the non-food counterfeit market is estimated at 5.2 trillion rubles.[1]
