In the Russian Federation will create GIS for the sale and accounting of confiscation

The Ministry of Finance and the Federal Treasury want to prepare the regulatory framework for creating a system for the sale of confiscated goods by the end of 2021. The launch of the platform is expected in 2024, said Anna Katamadze, deputy head of the Federal Treasury.

Digitalization of confiscation accounting is unlikely to have a noticeable impact on budget revenues, the newspaper points out. She notes that it is rather a matter of reducing costs, eliminating corrupt factors and extending a risk-oriented approach, including to property management. Collecting data on the real results of disposing of confiscation can contribute to the application of measures to businesses that are not related to the seizure of property, the publication adds.

The publication also notes that the development of a unified confiscation accounting system was started by the Ministry of Economic Development in accordance with the presidential order in 2019, but noticeable changes occurred after the transfer of the Federal Property Management Agency to the Ministry of Finance in 2020. The work of the Federal Property Management Agency with confiscation has repeatedly been criticized by the Accounts Chamber for low rates of its implementation.[1]
