The Digital Enforcement Service, developed by the Federal Bailiff Service, will allow users of the public services portal - citizens and entrepreneurs - to receive electronic information on the progress of enforcement proceedings. The information will be issued automatically, without the need for personal interaction with the bailiff. At the same time, its accuracy and efficiency of provision will increase, according to the FSSP. The service will receive all documents of the AIS FSSP of Russia issued in the PIEV format (forced execution in electronic form).
2022: Possibility of submitting applications and applications to the FSSP
On September 20, 2022, the Ministry of Digital Science announced that another service had been launched on the Public services portal as part of submitting applications and petitions to the Federal Bailiff Service. Now citizens can apply that they mistakenly have someone else's debt.
For example, this may be needed if the applicant has received a citizen's debt with fully matching full names.
How to apply
- Log in to the Public services portal using your account.
- Use the service "Submission of applications and applications to the FSSP."
- In the item "Who are you in enforcement proceedings?" choose the option "I have someone else's debt on me. I want to challenge it.'
- Check the data in the application and confirm it.
- Enter the WP number.
- Specify clarifying facts and upload documents confirming the lack of attitude to debt. This may be a scan of a personal document that will unambiguously identify a citizen and distinguish him from a real debtor.
Next, the application will be formed automatically and sent to the bailiff service. The bailiff will make a decision on the application within 17 days.
The service became available as part of the development of the Digital Enforcement Service. It helps citizens make sure there are no debts and restrictions due to outstanding debts. Also, with the help of a super service, you can pay off debts and file appeals, for example, to extend the terms of enforcement proceedings.
The project is being implemented within the framework of the national program "Digital Economy of Russia."

Implementation of the function of prompt exclusion of citizens from the list of travel abroad from Russia
In mid-December 2021, the State Duma of the Russian Federation adopted a law allowing the Federal Bailiff Service (FSSP) to use artificial intelligence to quickly exclude debtors from the list of travel abroad from Russia.
Thus, Russians with various debts can pay them off, for example, right at the airport and cross the border.
According to Rossiyskaya Gazeta, citing data from the FSSP, in January-October 2021, more than 9.8 million debtors were included in the lists of travel abroad. In order for such citizens to open the border, it is necessary to pay off the debt. But after the reckoning, it will take some more time before the border guards can let a person in. It's all about the legal procedure: first, the bailiff must see that the debt has been repaid. Then he needs to make an appropriate resolution and send it to the FSB Border Guard Service. All procedures can take a total of several days to several weeks (especially since some departmental systems are updated not online, but after a certain period of time - a day, three days and even a week), the Association of Tour Operators notes.
The debtor himself can contribute to the acceleration of the process. For example, when paying a debt by bank transfer, you can send the bailiff a scan of the receipt of payment by e-mail. However, after that, the problem remains - information from bailiffs to border guards does not reach instantly or even in a few hours.
The law introduces an automatic procedure when artificial intelligence can solve all formalities.

The debt repayment process will take place automatically using the Digital Enforcement service. Passenger data will be updated in the databases of various departments within a few minutes.[1]
The Ministry of Digital Development has launched a service for issuing digital powers of attorney on public services
On September 16, 2021, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation announced the launch of a service for issuing digital powers of attorney on public services. Now company leaders can delegate applications for services by the Federal Bailiff Service (FSSP).
You can delegate authority to any employee of the organization who has a confirmed public service account. It is noted that after obtaining powers, he can almost immediately use enforcement services on the portal:
- filing applications, petitions, explanations, challenges, complaints in the order of subordination to enforcement proceedings;
- provision of information on enforcement proceedings in relation to an individual and a legal entity.
As explained in the press service of the FSSP, the introduction of the authority platform allows you to refuse to issue a paper power of attorney to an employee. In addition, the new service significantly increases the convenience of filing an appeal to bailiffs, as well as reduces the risks of fraud.
In order to use the new service available within the framework of the Digital Enforcement super service, the head of the legal entity needs to go to the organization's personal account on the portal, select the "Delegation of Authority" tab in the "Powers of Attorney and Access" section, select an employee, term of power of attorney and available powers. The power of attorney will need to be signed with an enhanced qualified electronic signature (UKEP).
According to the deputy head of the Ministry of Digital Industry of Russia Dmitry Oguryaev through the press service of the department, in the future, users of the public services portal will have the opportunity to delegate powers to submit applications to other departments.[2]
2020: Bill creating the Digital Enforcement Super Service
In October 2020, the Ministry of Justice of the Russian Federation developed a bill providing for the transfer of enforcement proceedings to electronic document management and the creation of a superservice "Digital Enforcement Proceedings."
The agency intends, in particular, to include in the list of publicly available information contained in the data bank in the enforcement proceedings, the TIN of the debtor-organization. By October 9, 2020, the bailiff has to request the necessary information from government agencies, this increases the timing of enforcement proceedings.
The bill provides that the FSSP, in order to identify the debtor and the recoverer, may request the necessary information, including personal data, as well as in order to notify the debtor and the recoverer of their phone numbers from bodies and organizations using state information systems. The authorities and organizations provide the requested information within one day from the moment of receipt of the request.
In addition, the Ministry of Justice decided to provide for the possibility of automatic decision-making on enforcement proceedings, including decisions to lift the temporary restriction on the debtor's departure from the Russian Federation.[3]
