ELMA365 has made it easier to work with the MFD thanks to Contour. Trust. SKB Kontur announced this on September 18, 2024.

The integration made it possible to register machine-readable powers of attorney in the distributed register of the Federal Tax Service, withdraw them and quickly check the status directly in the boxed solution.

Integration was planned to be implemented using the API, a set of methods and rules that helps to transfer the capabilities of one solution to another.

Thanks to the cooperation of Kontur. Confidence and ELMA365 of CSP, companies can now automatically upload MCDs to information systems such as EGAIS and FCS, as well as track changes in the status of powers of attorney.

2023: Availability at the ELMA365 Store

On May 25, 2023, the company ELMA spoke about the spring update of the MFD solution and its release on the ELMA365 Store. The solution allows you to issue machine-readable powers of attorney to employees, automatically register them through a distributed register FTS and store them EDMSECM in the/-system.

The use of machine-readable powers of attorney will become mandatory from September 1, 2023. After the end of the transition period, accounting staff, personnel specialists or other legal representatives of the company who worked by power of attorney signed by the director will have to sign documents of their own CEP and attach electronic power of attorney in xml format to the package. A specialized solution based on the EDMS/ESM system will simplify the transition process, adapt the IT infrastructure and business processes to legislative changes.

To start working with MCD, the user does not need to make complex integrations or connect to additional services. The entire functionality of the solution is implemented in the ECM ELMA365 interface, is an internal section of the system and consists of two modules: "MCD Management" and "MCD Operation," which contain pre-configured actions for business processes.

According to the company, the convenience of deploying and speeding up the launch of business processes is carried out thanks to the use of ready-made low-code blocks. This allows you to automate work with the MFD as soon as possible and, among other things, register the MFD in the distributed register of the Federal Tax Service.

The ready-made form for adding a power of attorney has convenient and understandable fields for filling in, some of the information can be automatically pulled up from internal corporate directories. At the same time, at the level of the business process, the system generates XML-file according to the established MCD format. Viewing the created MCD is possible in the form of a document card familiar to a person.

API integration allows you to create a power of attorney using autocomplete. If it is necessary to issue the MFD manually, then the data that already exists in the system (for example, full name, TIN, SNILS, position) will also be pulled up automatically. The built-in timer will help track the expiration date of the MCD and start the process of re-issuing the power of attorney. The functionality of the MCD module also includes the ability to copy/reissue and auto-extend machine-readable power of attorney. In fact, the same ready-made business processes are used, but with changing input parameters.

According to the current legislation, corporate information systems will not have direct access to the public API to work with the distributed register of the Federal Tax Service. For automated operation, the ELMA365 supports integration with EDM Operators and interacts with their communication nodes through the API to transfer information to the registry.

The ECM ELMA365 uses enhancement technology, that is, CAdES-A signature format, to avoid questions to confirm the validity of the signature. This allows you to immediately obtain a signature with an archived timestamp at the time of issue of the power of attorney and avoid controversial legal situations in the long term.

A dedicated team has been formed in the ECM ELMA365, which consists of analysts and a pool of developers specializing in the MCD topic. Members of the product team participate in working groups and expert communities together with the Federal Tax Service, the Ministry of Digital Development of the Russian Federation and representatives of industry Associations, for example, ROSEU.
