Kontur. Restro is integrated with the State Key application. SKB Kontur announced this on September 4, 2024.
Now users of the service can sign a sale and purchase agreement and an application for registration with Rosreestr using an electronic signature issued in the State Key application.
Contour. Registry helps realtors conduct real estate transactions remotely, without visits to the MPSC and bank branches. Participants of the transaction sign all documents in the service with enhanced qualified electronic signatures (UKEP). Previously, realtors issued such signatures during a transaction at the Contour Certification Center. Now they have an alternative: they can send documents for signing to the State Key application.
The seller and the buyer can issue the UKEP certificate in advance in the State Key application. To do this, you need to confirm your identity in one of the following ways:

Thanks to the remote format of Tinkoff's work, the application can be sent directly to the agency's office or in any convenient place for the client, even at home. The seller does not need to go to the MPSC if the financial institution confirms that the owner was personally present at the transaction.
If the seller and the buyer decide to register the transfer of the right in electronic form, a representative of Tinkoff will come to the deal. He will verify the documents of the seller and buyer with the data in the contract and certify their identity. After that, the participants in the transaction will receive a notification signed by the electronic signature of the bank. This document will prove that the owner was present at the transaction. With him, Rosreestr will register the transfer of rights to real estate online, even if the seller did not write a statement to the MPSC.
This procedure is completely safe: the representative of Tinkoff, who confirms his identity, has a bank power of attorney. He will not assure the transaction if the owner is not present on it, or the information in the contract does not coincide with the passport data of the seller or buyer.

FSIS USRN is an information system for electronic interaction with Rosreestr. As of July 2019, with the help of it, 51 Russian regions work with the registration service, the rest of the constituent entities of the Russian Federation use the old USRP system. Gradually, it is planned to transfer all regions of Russia to the FSIS USRN.
Thanks to the integration of Kontur. Restro with the FSIS USRN, service users can quickly register a real estate transaction in any region of Russia, regardless of whether it uses the USRP or switched to the specified system.
