2026: A failure occurred in the IT healthcare system of the Perm Territory

In mid-February 2026, a serious failure occurred in the operation of the medical information system of the Perm Territory. Due to the problems that arose, doctors in medical institutions lost access to electronic medical records of patients and admission schedules, and many hours of queues were formed in some polyclinics.

The Ministry of Health of the Perm Territory reported that the cause of the failure was technical problems in the operation of the infrastructure components of the data processing center of the Unified Health Information System of the Kama Region. We are talking about the digital platform "ProMed": this is a specialized software complex that allows you to automate the processes of collecting, processing and storing medical, economic and statistical information in the region's health care system. Problems in the work of "ProMed" affected various medical institutions.

Due to technical problems and for reasons beyond our control, the work of the ProMed Unified Health Information System of the Perm Territory is currently difficult. JaCarta Compatibility

On February 5, 2019, Aladdin R.D., a Russian developer and supplier of information security solutions (IS), and the SVAN group of companies, a domestic developer and integrator of information solutions for healthcare built on cloud technologies, announced the completion of compatibility tests for their products.

According to the test results, the companies signed a certificate that confirms the correctness of the JaCarta electronic keys for authentications and formation electronic signature in the regional information and analytical medical system (RIAMS) "ProMed." According to the document, with RIAMS "ProMed" compatible - USB currents and smart cards JaCarta-2 GOST, JaCarta-2 PKI/GOST and JaCarta-2 PRO/GOST. Testing was performed in (operating systems Windows XP 32-bit), (Windows 7 32/64-bit), (Windows 8 32/64-bit), (Windows 8.1 32/64-bit), and (Windows 10 32/64-bit) using "JaCarta Single software Client" version 2.11.0 or higher.

According to February 2019, RIAMS "ProMed" operates according to the model SaaS (Software as a Services - software as a service) in a single data center for an unlimited number of users. DPC It consolidates all information related to the personalized accounting of the medical care provided and the management of the resources of health care the region. ProMed provides information exchange between medical institutions, health authorities, TFCMI, insurance medical organizations and pharmacy institutions participating in the implementation of the program of additional drug provision (DLO).

2007: Moving to the Cloud

In 2007, the medical information system of the Perm Territory was switched cloudy to technology, as a result of which all participants in the health care region were able to work with a single database one in real time. At the same time, RIAMS began to replicate to other regions.

2005: Implementation in all medical organizations of the Perm Territory

In 2005, RIAMS ProMed was introduced in all 250 medical organizations of the Perm Territory. At that time, the system was built according to a distributed model, that is, servers were installed in each medical institution, which were regularly synchronized with a single data center (DPC). About 1,500 sessions of information exchange were performed every day.

2002: Start of System Development

Work on the creation of the regional information and analytical medical system "ProMed" began in 2002. The developers were faced with the task of covering all sections of the provision of medical care to the population and fully automating the processes of collecting, processing and storing information in medical institutions in the region.
